The California Initiative to Advance Precision Medicine (CIAPM) will award approximately $4 million total to community organizations, academic centers, and others over a 5-year term to recruit and retain underrepresented communities in biomedical research, advance the science of community partnerships, and boost underrepresented researchers engaging with databases. This project is being conducted in close partnership with the NIH. [Draft]; The principles of precision medicine call for the modern application of scientific data and clinical practice toward the individualization of prevention, diagnosis, measurement, and treatment of disease and wellbeing. Without representation of the diversity of communities engaging in research, the outcomes of studies may not serve all populations equally. This funding opportunity will support organizations, research centers, and others to partner with the Governor's Office of Planning & Research to develop and host informational campaigns, recruitment drives, and promotional material development to help increase the rate of participation in the National Institutes of Health All of Us Research Program. Surveillance of Congenital Heart Defects Among Children, Adolescents, and Adults

HHS-CDC-NCBDDD

$11,250,000

Federal

Source Type:

Eligible States:

All

Posted Date:

September 7, 2023

Synopsis: NOFO # DD24-0051 solicits non-research, cooperative agreement applications to conduct population-based surveillance of congenital heart defects (CHD) to describe health outcomes including health equity, with the goal of identifying opportunities to improve the health of all people living with CHD. This project will involve a required component (A) and an optional component (B). The population included in this surveillance activity can be an entire state or a region within a state. Individuals with CHD should be identified through existing data sources including the jurisdiction birth defects surveillance system, electronic health records, administrative data (e.g., Medicaid/Medicare, hospital discharge), or other sources available to funding recipients. Background: Congenital heart defects (CHD) affect about 1% of all births in the United States, and are a leading cause of birth defect-associated infant mortality, morbidity, and healthcare costs. Improvements in early detection and treatment of CHD and consequently in survival have resulted in many people, including those affected by a severe CHD, living into adolescence and adulthood. An estimated two million persons in the U.S. are living with a CHD, including over one million adults; about 12% of these affected adults have a severe CHD. Most current efforts to conduct population-based surveillance of CHD have focused on monitoring newborns. However, little data exist on the descriptive epidemiology of CHD beyond early childhood in the U.S. Despite the public health burden, the lack of population-based surveillance precludes reliable data on people with CHD, their survival, healthcare utilization, and characteristics associated with long-term outcomes. Through this surveillance activity, these data will be assessed, enabling and informing efforts to improve the health and well-being of people with CHD. Objectives: Component A objectives include: (1) assess survival, comorbidities, healthcare utilization during the period 2021-2023, and characteristics associated with long-term outcomes among people with CHD; (2) assess health equity among people with CHD; (3) examine state and national healthcare policies that have an impact on people with CHD; (4) examine COVID-19 and related data such as health care utilization during the pandemic among people with CHD; and (5) work with local/state partners to use site-specific CHD data. Component B objectives include: (1) develop and refine a machine learning algorithm for the surveillance data collected through Component A; and (2) apply this machine learning algorithm to data collected from all recipients funded through Component A.

Posted Date:

September 7, 2023

CDC announces availability of fiscal year 2024 funding for a cooperative agreement for Cycle 5 of the STD Surveillance Network (SSuN). Continuing resurgence of sexually transmitted infections (STIs), along with the imperative to implement syndemic approaches to disease surveillance addressing related epidemics such as Human Immunodeficiency Virus (HIV) and Mpox (Orthopox virus previously referred to as monkeypox) inform this competitive Notice of Funding Opportunity (NOFO) which will support integrated sentinel and enhanced surveillance at the local, state, and national level. Emergent issues of concern such as Mpox and antimicrobial resistant STIs add urgency to the maintenance of robust syndemic surveillance at the community level and in sexual health clinical settings. The purpose of this NOFO is to support sentinel and enhanced surveillance for STDs providing complete demographics, behavioral risk, clinical and preventive services data missing in routine reporting. Sentinel clinic surveillance, enhanced investigations of reported cases, and special projects funded by this NOFO will provide epidemiologic and preventive services information filling gaps in knowledge regarding STI prevention priorities. These data improve the ability of public health agencies to address STI/HIV health equity outcomes and syndemic interactions in populations with shared risks. This NOFO supports two core strategies for (A) sentinel surveillance in sexual health clinical facilities, and (B) enhanced case-based surveillance in community settings. Both core strategies integrate a syndemic approach to monitoring STIs, HIV, behavioral data, and on preventive services accessed by all persons presenting for care in sexual health settings, and persons diagnosed and reported with selected STIs from all provider settings in defined geographic areas. The goal of this NOFO is to monitor and report trends in patient characteristics, screening, and diagnoses to identify opportunities and gaps across the STI/HIV prevention continuum. Protocols are designed to address critical information gaps in routine national case reporting and incorporate local flexibility to respond to emergent health issues by supporting a network of geographically diverse health departments and an expanded network of clinical partners. These efforts complement existing state, local and national surveillance strategies and enhance the capacity of health departments to collect high-quality, timely data to inform disease prevention and control activities.

September 6, 2023

The objective of this FOA is to competitively solicit cost-shared research proposals for pilot-scale field deployment and validation of efficient, cost-effective solutions ready for pre-commercialization that can eliminate flaring and non-safety related venting of natural gas at the well site. The objective of this FOA is to competitively solicit cost-shared research proposals for pilot-scale field deployment and validation of efficient, cost-effective solutions ready for pre-commercialization (advancing research from a Technology Readiness Level (TRL) 6 to a minimum of TRL 7 – see Appendix G for TRL definitions) that can eliminate flaring and non-safety related venting of natural gas at the well site. Projects sought under this FOA include the use of innovative technologies for processing and separating oil and associated gas at the well site designed to eliminate flaring, as well as new technologies designed to convert the associated natural gas into value-added solid or liquid products. Proposals can also develop technologies that use both processing and conversion, provided the applicant demonstrates that the overall process is technically feasible, economically feasible and ready for pilot-scale field testing at the well site. Proposals must include information on the performance of the technology to date and clearly illustrate pre-commercial status of the system in terms of its potential economic viability. Adequate consideration must also be given on how the proposed system will be deployed at the specific wellsite selected as part of the project. This should include details on any required construction and include consideration for existing infrastructure and the topology of the field site. Detailed discussion should also be included on the planned operation of the system at the well site that clearly establishes the daily target volume of natural gas that will be processed and/or converted, the required utilities, and the volume per day of any product and/or waste streams. The objective of such R&D would be to accelerate development of technologies that improve efficiency of upstream natural gas and oil processing and separation operations using novel approaches that would support the evolving regulatory landscape to drastically reduce or eliminate the use of flares at the wellhead through gas processing and/or conversion to other sustainable chemicals and low-carbon marketable products.

The U.S. Department of the Interiors (Department) WaterSMART (Sustain and Manage Americas Resources for Tomorrow) Program provides a framework for Federal leadership and assistance to stretch and secure water supplies for future generations in support of the Departments priorities. Through WaterSMART, the Bureau of Reclamation (Reclamation) leverages Federal and non-Federal funding to support stakeholder efforts to stretch scarce water supplies and avoid conflicts over water.Through the Title XVI Water Reclamation and Reuse Program (Title XVI), authorized by P.L. 102-575 in 1992, Reclamation provides financial and technical assistance to local water agencies for the planning, design, and construction of water reclamation and reuse projects. Water recycling is a tool in stretching the limited water supplies in the Western United States. Title XVI projects develop and supplement urban and irrigation water supplies through water reuse, thereby improving efficiency, providing flexibility during water shortages, and diversifying the water supply. These projects provide growing communities with new sources of clean water which increases water management flexibility and makes our water supply more reliable.Through the Large-Scale Water Recycling Program, Reclamation will provide up to 25 percent (%) Federal cost share, with no per-project Federal funding maximum, to water recycling projects that have a total project cost greater than or equal to $500 million. Large-scale water recycling projects will play an important role in helping communities develop local, drought-resistant sources of water supply by turning currently unusable water sources into a new source of water supply that is less vulnerable to drought and climate change. The Large-Scale Water Recycling Projects funding opportunity provides support for priorities identified in Presidential Executive Order (E.O.) 14008: Tackling the Climate Crisis at Home and Abroad and is aligned with other priorities, such as those identified in E.O. 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.

Surveillance of Spina Bifida across the Lifespan

HHS-CDC-NCBDDD

$8,000,000

Federal

Source Type:

Eligible States:

All

Posted Date:

September 6, 2023

Synopsis: CDC-RFA-DD-24-0065 solicits non-research, cooperative agreement applications to conduct a project to identify a population-based sample of children and adults with spina bifida to estimate the prevalence and describe key outcomes with the goal of identifying opportunities to improve the health of individuals living with spina bifida. The population included in this surveillance activity can be an entire state or a region within a state. Individuals with spina bifida should be identified through existing data sources including the state birth defects surveillance program or vital records and long term health outcomes should be assessed using sources such as electronic health records, administrative data (e.g., Medicaid/Medicare, hospital discharge), or other sources available to funding recipients. This project will involve a required component (A) and an optional component (B). The total estimated funding for Component A is $8,000,000 for 5 years. The total estimated funding for Component B is $400,000 for 2 years (e.g., years 2 and 3 only) and will be subject to available funding. Background: Spina bifida is one of the most common types of structural birth defects with approximately 1,400 children born with spina bifida each year in the United States (U.S.). Current estimates for the U.S. include a greater number of adults living with spina bifida than children. Conducting population-based surveillance of children and adults with spina bifida is challenging. Birth defects surveillance systems identify babies born with a birth defect but do not follow them as children and adults. The National Spina Bifida Patient Registry (NSBPR) provides valuable longitudinal information on the clinical care provided by spina bifida clinics but lacks information from other clinical settings and from the overall population of individuals with spina bifida. Standard survey methods, such as those that sample households, would not identify enough children and adults with spina bifida to produce reliable estimates and description of the population. Therefore, the objective of this surveillance project is to conduct population-based surveillance of children and adults with spina bifida by combining information from multiple sources (e.g., state birth defects surveillance systems, vital records, electronic health records, administrative data). Through this surveillance activity, it would be possible to assess their health status and healthcare use. Objectives: Component A objectives include: (1) estimate prevalence of spina bifida across all ages, along with mortality and survival; (2) describe healthcare utilization and sources of care; and (3) assess health status and long-term outcomes. The surveillance area can be an entire state or a region within in a state, with the applicant utilizing multiple data sources to generate an accurate and complete population-based sample. Required data sources include population-based birth defects surveillance systems (e.g., state birth defects surveillance), vital records, and sources for longitudinal follow-up (e.g., electronic health records, administrative data [e.g., Medicaid/Medicare; hospital discharge]). The objective of Component B will be to develop and test novel approaches to case-finding, reporting, or outcome prediction (e.g., machine learning algorithms, natural language processing).

Under this EOI NOFO, activities are divided into five categories:EOI National National Media Campaign ComponentThe national fair housing media campaign will focus on advancing racial equity and access to housing opportunities, especially in underserved communities. The campaign will include addressing barriers that may arise when people exercise their fair housing rights to expand housing choice. The campaign will also focus on educating the public about the forms of inequities based on race and national origin that can occur in real estate related transactions, including in the residential lending and appraisal markets. The campaign must provide for meaningful language access for persons of Limited English Proficiency and alternative forms of communication for individuals with disabilities. The campaign will provide information on how to file a housing discrimination complaint through HUD.EOI - Sexual Orientation and Gender Identity ComponentThis NOFO includes funding for fair housing organizations to create materials and/or update and disseminate existing materials to reflect the clarification that after the U.S. Supreme Courts Bostock decision (Bostock v. Clayton Cty., 140 S. Ct. 1731 (2020)), the FHA bars discrimination based on sexual orientation and gender identity. EOI - Advancing Racial [formerly Striving for Housing] Equity ComponentThis component will fund local and community-based education and outreach projects to promote racial desegregation, equity and justice in housing, and to address barriers that may arise when people protected under the FHA exercise their fair housing rights to expand their housing choice, consistent with the purpose of the FHA. These barriers include but are not limited to opposition to the creation and/or location of affordable housing, neighbor harassment based on race, and obstruction of persons who are seeking to enforce their fair housing rights. EOI - Targeted Fair Housing ComponentThis component targets organizations that demonstrate a need in their geographic area to work directly with populations of persons with Limited English Proficiency (LEP) to ensure they are aware of and understand their rights under the FHA. Funding may also be used for targeted education and outreach activities including fair housing services to underserved communities and underserved populations.EOI - General ComponentThis component provides funding for general fair housing education and outreach activities to inform people of their rights and responsibilities under the FHA. The Department encourages proposals which target antisemitic and Islamophobic discrimination among other forms of housing discrimination.

Ensuring clean and safe drinking water is important for protecting human health and the environment. While Manganese (Mn) occurs naturally in groundwater and surface water, higher concentrations, previously considered safe, have been found to potentially lead to negative neurological health impacts in vulnerable populations (World Health Organization, 2021). In addition to health concerns, aesthetic issues such as water color and taste, and Mn accumulation in the distribution systems make Mn treatment a priority for many drinking water utilities. Small utilities find Mn treatment challenging due to the complexities of the treatment process, costs, and aging infrastructure. Several technologies have proven to be effective in Mn removal (U.S. EPA, 2021); however, small utilities find it challenging to implement many of these technologies. This Request for Applications (RFA) seeks research demonstrations that evaluate the effectiveness of common Mn treatment technologies in small drinking water systems and provide states, Tribes and small utilities with an improved ability to adopt and implement common Mn treatment technologies. The Innovative Water Technology Grant Programs goal is to accelerate the development and deployment of innovative water technologies that address pressing drinking water supply, quality, treatment, or security challenges of public water systems, areas served by private wells, or source waters. Under the program, EPA shall make grants (1) to develop, test, and deploy innovative water technologies; or (2) to provide technical assistance to deploy demonstrated innovative water technologies.

The mission of the National Bycatch Reduction Engineering Program (BREP) is to support the development of technological solutions and changes in fishing practices designed to minimize bycatch of fish and protected species (including Endangered Species Act-listed fish, marine mammals, seabirds, and sea turtles) and to reduce impacts to invertebrates (including sponges, deep-sea corals, and shallow (tropical) corals.) In addition, BREP may support projects that quantify post-release mortality and identify ways to minimize mortality and injury of bycaught species (including post-release injury and mortality). Projects should produce outcomes that can directly influence management needs of federally managed living marine resources. For Fiscal Year 2024, NMFS anticipates that approximately $2,300,000 could be made available for approximately 10-15 projects that address bycatch research as identified in the Program Priority Section (I.B.1 - I.B.5).
