The purpose of the DR-Workforce Program is to fund workforce training programs in the 2018 Eligible Disaster Impacted Areas which include the counties of Butte, Lake, Shasta, Los Angeles, and Ventura. Eligible workforce training programs must support social and economic recovery by providing high-quality job opportunities to low- to moderate- income individuals.; Eligible applicants are: 1. Jurisdictions, or2. Non-profit organizations, or3. Postsecondary Educational institutions (including career technical institutions), or4. Local Workforce Development Boards (LWDB) Individuals and for-profit businesses are not eligible grant recipients through this program. No funds will be paid directly to individuals seeking job training and employment services. Subrecipient programs funded through this NOFA must:- Meet the National Objective to assist low- and moderate- income individuals.- Be either: 1) A new program, or 2) An existing program that is not currently funded by public funds, or 3) An existing program that is currently funded by public funds that will be expanding. - Demonstrate a tie-back to the qualifying disasters.- Comply with Duplication of Benefits.- Perform within Program performance period and milestones. Applicants that propose workforce training programs that go beyond traditional methods of delivery workforce development training are encouraged to apply, such as, Participant Supportive Services, mobile training, or on-the-job vouchers. Workforce National Objective will be obtained through low– and -moderate- income limited clientele (LMC) by targeting 100% LMI trainees.
