Volunteers working with an activity related to nuclear issues specific to the region desired to receive salaries. This is contrary to the IRC's policy of being staffed only by volunteers. The Board approved startup grant funds that were transferred to the Southwest Research and Information Center (SRIC), a fiscal sponsor, to allow continuation of this activity (known as the Nuclear Issues Study Group or NISG) separate from the IRC.
