The U.S. Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC) is issuing a Broad Agency Announcement (BAA) to solicit proposals for research and development projects that align with the Army’s modernization priorities. GVSC, located in Warren, MI, serves as the United States Armed Forces' research and development facility for technology development in ground systems. This BAA is open from January 2, 2024, to January 2, 2027.
The primary goal of this funding opportunity is to support cutting-edge innovative research that enables new and improved Army technologies in Power and Mobility, Autonomous Systems, Force Projection, Survivability, Electronics and Architecture, Cyber Engineering, and Software Integration. GVSC seeks proposals from higher education institutions, nonprofit organizations, state and local governments, foreign entities, and for-profit organizations for basic and applied research in these technology domains. The focus areas include ground vehicle materials engineering, power and mobility, electrical power systems, and survivability and protection.
This continuously open BAA does not specify a fixed funding amount but allows for a variety of award instruments, including procurement contracts, cooperative agreements, and Other Transaction Agreements (OTAs). The number of awards and funding per project will depend on proposal merit, relevance to the Army’s mission, and available funding. Research projects should aim to provide technological advancements applicable to multiple Army ground vehicle platforms, improving durability, manufacturability, transportability, and survivability.
Applicants are encouraged to first submit a whitepaper outlining their proposed research before submitting a full proposal. This allows for initial feedback to determine alignment with Army needs. Whitepapers should include technical content, potential impact, and estimated costs. If a whitepaper is favorably reviewed, the applicant will be invited to submit a full technical and cost proposal following the guidelines specified in the BAA.
Proposal submissions require compliance with federal procurement regulations, including SAM registration, Unique Entity Identifier (UEI), and cost-sharing requirements for certain award types. Applications must be submitted via email to the designated contracting officers, and funding will be granted based on a competitive evaluation of technical merit, potential Army contributions, applicant capabilities, personnel qualifications, and past performance. This BAA remains open for the entire three-year period, with proposals accepted at any time
