Development of Fiscal Year 2026 Commercial Vehicle Safety Plans to Support National Safety Goals

The Fiscal Year 2026 Motor Carrier Safety Assistance Program (MCSAP) Grant, administered by the Federal Motor Carrier Safety Administration (FMCSA), supports state and territorial governments in the development and implementation of Commercial Vehicle Safety Plans (CVSPs). The purpose of the program is to advance national safety goals by reducing crashes, injuries, and fatalities involving commercial motor vehicles (CMVs). FMCSA aims to accomplish this by funding enforcement activities, data collection, public education, and system improvements that ensure compliance with federal safety regulations. FMCSA has allocated an estimated $494,962,500 for MCSAP funding in FY 2026, including contract authority and supplemental funds provided under the Infrastructure Investment and Jobs Act (IIJA). States must meet eligibility requirements outlined in 49 U.S.C. § 31102 and 49 CFR Part 350 to access these funds. Each state's allocation is determined through a statutory formula and is made available through the online eCVSP Tool, which also supports submission and tracking of CVSPs. Funding can be used for driver and vehicle inspections, traffic enforcement, investigations, new entrant safety audits, and border state CMV safety programs, among other national program elements. FY 2026 program priorities include reducing fatal CMV crashes—particularly in the top 10 states with the highest fatality rates—as well as implementing targeted efforts in areas such as work zone safety, human trafficking, drug interdiction, and hazardous materials compliance. Emphasis is also placed on strengthening participation in initiatives like PRISM (Performance and Registration Information Systems Management) and supporting innovative technology deployments. Special focus areas include underserved regions such as rural networks and high-risk motor carrier populations. Applications for the FY 2026 cycle must be submitted through both Grants.gov and the eCVSP Tool by 5:00 p.m. EDT on September 9, 2025. Required documentation includes the SF-424, SF-424A, SF-424B, lobbying forms, budget narratives, CVSP, and certifications of compatibility with federal safety laws. States unable to meet the deadline can request a 30-day extension. Access to the eCVSP Tool requires registration and will transition to multi-factor authentication in 2025. Training for using the eCVSP Tool and associated programs will be available in April 2025. FMCSA emphasizes transparency and accountability through quarterly performance and financial reporting in GrantSolutions. Reports include the SF-PPR and SF-FFR (SF-425), with final reports due 120 days after the end of the grant period. Grantees are reimbursed for allowable costs via the Delphi eInvoicing System. Additionally, Title VI compliance is mandatory, and recipients must certify that they do not operate programs promoting unlawful DEI initiatives. Completed CVSPs will be posted publicly after redaction of sensitive information.
