Land and Water Conservation Fund State Assistance + Readiness and Recreation Initiative- FY24
The Land and Water Conservation Fund (LWCF) was established by Congress in 1964 to fulfill a bipartisan commitment to safeguard our natural areas, water resources and cultural heritage, and to provide recreation opportunities to all Americans. Using zero taxpayer dollars, the LWCF invests earnings from offshore oil and gas leasing to help strengthen communities, preserve our history and protect our national endowment of lands and waters. The LWCF program is divided into the "State Side" which provides grants to State and local governments, and the "Federal Side" which is used to acquire lands, waters, and interests therein necessary to achieve the natural, cultural, wildlife, and recreation management objectives of federal land management agencies.

In accordance with54 U.S.C. 200305(a), each state and territory has a lead agency designated by the Governor or by state legislation for the purposes of implementing LWCF in that state, and onlythe lead agency can be the applicant for an LWCF grant.The lead agency may submit on behalf ofthemselvesoranother eligiblesubrecipient.Applications submitted directly by entities other than the State Lead Agency will beeliminated without consideration. Individuals, nonprofit organizations, and other private entities are not eligibleas applicants orsubrecipients.Eligible subrecipients (aka project sponsors)include state agencies and local units of government(e.g., state political subdivisions such as cities, counties, and special purpose districts such as parkdistricts). AlthoughFederally-recognized Indian Tribes are eligible for LWCF grants, they are not eligible to receive funds under 10 U.S.C 2684a, therefore REPI program funds could not be used to satisfy the non-federal cost share requirements for projects proposed to occur on tribal land.
