Grant Description

The U.S.-Israel Center of Excellence in Energy, Engineering, and Water Technology, also known as the Energy Center, is a joint initiative established by the U.S. Department of Energy (DOE), the Israel Ministry of Energy and Infrastructure (MoE), and the Israel Innovation Authority (IIA), and is managed by the BIRD Foundation. The Center’s mission is to accelerate the development and deployment of innovative technologies across three critical domains: Fossil Fuels, Energy Storage, and the Energy-Water Nexus. By fostering collaboration among cross-border consortia, the Energy Center aims to strengthen energy and water security while promoting scientific research and commercial advancement in both nations. This grant opportunity is open to new proposals in 2026 and builds on the previous five-year phase that included similar thematic areas. Selected consortia will include a mix of U.S. and Israeli companies, academic institutions, and research organizations. Each proposal must be led by founding members from both countries, with at least one industry partner and one academic or research institution on each side. Two of the founding members must be corporations—one from the U.S. and one from Israel. This structural requirement ensures balanced participation and the potential for successful technology transfer and commercialization. The funding structure offers up to $6 million for each selected consortium over an initial three-year period. Consortia that meet performance benchmarks may apply for a two-year extension and up to an additional $3.2 million in funding, contingent upon the approval of extension proposals and fund availability. Each consortium must demonstrate a 50% cost share, resulting in a total minimum project budget of $12 million over three years. These parameters ensure a significant level of investment and commitment from participating entities and promote sustainable development outcomes. Applicants must submit an Executive Summary by June 30, 2026, followed by a full proposal due by September 15, 2026. A webinar on the proposal submission process will be held on February 25, 2026, offering applicants detailed guidance on application components and eligibility requirements. Award notifications are expected in December 2026, with selected consortia beginning project activities shortly thereafter. There are no preliminary application requirements such as a Letter of Intent or Concept Paper, but proposals must clearly define the consortium’s structure and scope, including project goals, work plans, and cost-sharing arrangements. Evaluation criteria will likely include technical innovation, commercialization potential, project management capability, and the consortium’s ability to meet funding and partnership requirements.
