The New York State Department of Health AIDS Institute invites applications for Component B of its Research and Evaluation Grants program, aimed at scaling up evidence-based interventions to increase HIV pre-exposure prophylaxis (PrEP) uptake among Black and Brown communities in New York State. With a strong focus on health equity and reducing racial disparities in HIV prevention, this three-year initiative provides funding to a single awardee capable of implementing and evaluating a strategic intervention at scale. The total funding available under this component is $200,000 per year, totaling $600,000 over the project period.
The primary objective of this funding opportunity is to support the scale-up of proven interventions that can improve PrEP uptake in communities that remain disproportionately affected by HIV. Eligible applicants must be New York-based 501(c)(3) nonprofit organizations, tribal or governmental entities, or Article 28 licensed facilities, with the demonstrated capacity to conduct robust research and evaluation. The Principal Investigator must have a minimum of three yearsβ experience in public health research and a record of working effectively with communities of color. Applicants must submit Attachment 2 to demonstrate intervention eligibility.
The project is divided into two phases. Phase 1, lasting up to 12 months, may be used to assess readiness, train staff, and ensure fidelity tools and support systems are in place. Phase 2, lasting at least 24 months, will implement and evaluate the intervention, documenting its effectiveness and replicability. The intervention must be delivered in a setting that serves a minimum annual reach of 10,000 Black and Brown New Yorkers for healthcare or general settings, 5,000 for community-based organizations, or 50,000 for internet-based platforms. Evaluation must assess real-world impact on PrEP uptake and include metrics like eligibility screening, linkage, prescribing behavior, and utilization.
Applications are due via the Statewide Financial System (SFS) by January 14, 2026, 4:00 PM ET. A pre-submission question period ends December 3, 2025, with responses posted by December 17, 2025. Only users with proper SFS credentials can submit applications. Organizations must be prequalified at the time of submission. Required attachments include a detailed work plan (Attachment 4), intervention criteria (Attachment 2), and supporting documentation like the CV of the Principal Investigator.
