The Defense Advanced Research Projects Agency (DARPA), operating under the U.S. Department of Defense, is soliciting proposals through its Tactical Technology Office (TTO) Office-Wide Broad Agency Announcement (BAA), opportunity number HR001125S0011. The BAA allows multiple types of awards, including procurement contracts, grants, cooperative agreements, and other transactions, with an anticipated distribution of multiple awards. The proposal process begins with the optional—but strongly encouraged—submission of an Executive Summary, which must adhere to the guidance in Attachment A. A signed “Encourage Full Proposal” letter from DARPA is required to proceed to the Full Proposal stage. DARPA will provide Executive Summary feedback within 45 calendar days. Full Proposals must include Attachments B, C, and D and be submitted via the DARPA BAA Tool (BAAT). Proposals will be evaluated based on scientific and technical merit, potential contribution to the DARPA mission, and cost realism. Emphasis is placed on innovation, feasibility, risk mitigation, and strategic impact. Key deadlines include the Executive Summary due date on April 17, 2026, and Full Proposal submission deadline on June 22, 2026, both at 4:00 PM ET. A Proposers Day is scheduled for October 1–2, 2025, with a related Special Notice anticipated by August 4, 2025. DARPA explicitly discourages the use of AI tools to manipulate or misrepresent technical data in submissions. Submissions containing false, profane, or otherwise inappropriate content will not be reviewed. Proposers are advised to consult several DARPA links provided in the BAA for detailed submission guidance, depending on their award instrument type. Eligibility is inclusive and open to all responsible sources, including U.S. and non-U.S. entities. Proposals from Historically Black Colleges and Universities (HBCUs), Minority Institutions (MIs), and small disadvantaged businesses are encouraged, although no part of the BAA is set aside specifically for them. Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs) are discouraged from applying unless an explicit waiver is granted. Compliance with export control, nondisclosure, and other federal regulations is mandatory. DARPA's Risk-Based Security Review will be conducted for fundamental research proposals prior to award. DARPA supports proposer education and compliance assistance through initiatives like Project Spectrum (for cybersecurity) and the APEX Accelerators program (formerly PTAP), aimed at guiding potential applicants through registration and contracting processes.
