The Defense Advanced Research Projects Agency (DARPA), through its Tactical Technology Office (TTO), has released a Broad Agency Announcement (BAA) for the TTO Office Wide (OW) BAA 2025. This funding opportunity, announced on June 23, 2025, solicits executive summaries and full proposals for high-risk, high-reward research projects that support DARPA’s mission to maintain U.S. technological superiority in defense capabilities. The initiative is administered under the federal agency’s Office of the Secretary of Defense and governed by applicable acquisition regulations, including FAR 6.102(d)(2) and 2 CFR § 200.203. The TTO Office Wide BAA aims to support cutting-edge advancements in multiple key technology focus areas. These include Design/Build/Buy, Surge and Sustain, Long Range Effects, and Disruptive Innovation. Each of these areas encompasses distinct strategic goals. For instance, the Design/Build/Buy theme seeks novel design, fabrication, and testing processes for new defense systems. Surge and Sustain emphasizes replenishment technologies for existing systems, while Long Range Effects centers on overcoming anti-access/area-denial (A2/AD) environments. Disruptive Innovation encourages unexpected battlefield technologies such as autonomous systems and deceptive sensing methods. DARPA plans to issue multiple awards under various financial instruments including procurement contracts, grants, cooperative agreements, and other transactions. The solicitation does not set aside awards for any specific type of organization but encourages participation from diverse institutions including Historically Black Colleges and Universities (HBCUs), Minority Institutions, and Small Disadvantaged Businesses. Non-U.S. entities are also eligible, provided they comply with relevant legal and security requirements. Institutions of Higher Education (IHEs) should note a mandatory indirect cost rate cap of 15% for all financial assistance awards. Submissions will be evaluated based on three core criteria in descending order: Overall Scientific and Technical Merit, Potential Contribution and Relevance to DARPA’s Mission, and Cost Realism. Proposals must demonstrate innovative approaches, a feasible work plan with defined deliverables, a skilled technical team, and a realistic budget consistent with the proposal’s scope. DARPA explicitly discourages low-risk ideas solely aimed at reducing proposal costs. Applicants are encouraged to first submit an Executive Summary, due by April 17, 2026, to receive early feedback on the proposal’s relevance. Final full proposals must be submitted by June 22, 2026, at 4:00 p.m. ET. Optional engagement opportunities such as Proposers Day (October 1–2, 2025) and Pitch Days may be announced via special notices.
