Grant Description

The City of Corpus Christi’s Planning and Community Development Department has issued a Notice of Funding Availability (NOFA) for the FY2026-PY2025 Community Development Block Grant (CDBG) Program. The grant year spans from October 1, 2025, through September 30, 2026. Funding is available for both construction and non-construction projects that address the needs of very low, low, and moderate-income individuals within the Corpus Christi city limits. This funding is intended to support activities that meet at least one of the three HUD-mandated National Objectives: benefit to low- and moderate-income persons, elimination of slums or blight, or response to urgent community development needs. Eligible applicants include nonprofit and for-profit organizations with a minimum of three years of continuous, relevant operational history. Applications must demonstrate service to primarily low- to moderate-income Corpus Christi residents or specific CDBG-designated areas. Projects must also meet specific financial and legal criteria, including no conflict of interest, compliance with anti-lobbying laws, financial viability, and good standing with the city. Applicants are required to attend a Mandatory Technical Assistance Workshop on May 15, 2025. Additionally, new applicants or those applying for new project types must schedule and attend a one-on-one technical assistance session with staff prior to submission. The application, due by 5:00 p.m. on June 3, 2025, must be submitted electronically to Leticia Kanmore at leticiak@cctexas.com, with confirmation of receipt provided by staff. Eligible activities include construction-related efforts such as public facilities improvements, housing rehabilitation, and removal of architectural barriers, as well as non-construction services related to housing. All projects must be "shovel-ready" and comply with local, state, and federal regulations, including environmental review, ADA, and Davis Bacon labor standards. Ineligible uses include equipment purchases, general government expenses, and facilities not directly serving eligible clientele. Evaluations are based on alignment with the city’s Consolidated Annual Action Plan, organizational capacity, feasibility, and financial soundness. Projects must demonstrate the ability to operate on a reimbursement basis for at least 90 days and commit to maintaining the funded facility for its intended purpose for a minimum of five years post-completion. Priority consideration is given to Section 3 businesses under the HUD Act of 1968.
