U.S. Embassy Singapore Annual Program Statement 2025

The U.S. Embassy Singapore Public Diplomacy Section (PDS) has announced its Annual Program Statement 2025 for the Public Diplomacy Small Grants Program. This funding opportunity is designed to strengthen bilateral relations between the United States and Singapore by supporting projects that foster people-to-people connections and mutual understanding. All awards are contingent upon the availability of funds and compliance with U.S. federal funding cycles. While applications can be submitted anytime, no awards may be granted before April 1, 2025, due to policy alignment. The program supports organizations and individuals who engage Singaporeans in activities that highlight U.S. policies, perspectives, or values. Successful proposals must include an American component, such as collaboration with U.S. experts, institutions, or organizations. Funding priorities include entrepreneurship and innovation, cybersecurity and transnational threats, safety and security awareness, environmental cooperation, promotion of U.S. higher education, media literacy, and digital diplomacy efforts. Eligible activities include academic lectures, cultural performances, professional development programs, and other engagement-focused initiatives. Programs must be completed within one year, although exceptions may be considered. Grants typically range from $5,000 to $20,000 USD, with funding mechanisms including grants, fixed amount awards, and cooperative agreements. The deadline for program commencement is September 30, 2025, meaning all funded projects must begin before this date. Applications must be submitted at least two months before the intended start date. Funding cannot be used for construction projects, partisan activities, religious programs, lobbying efforts, fundraising campaigns, or scientific research. Eligible applicants include nonprofits, think tanks, educational institutions, public international organizations, governmental institutions, and individuals. For-profit and commercial entities are typically not eligible. Applicants must submit a proposal that clearly outlines program objectives, target audience, a detailed budget, and a monitoring and evaluation plan. Required documents include Standard Forms SF-424, SF-424A, and SF-424B, along with a cover sheet and supporting materials. All applications must be in English and use U.S. dollars for budget calculations. A Grants Review Committee will evaluate applications based on program feasibility, organizational capacity, alignment with U.S. Embassy priorities, budget realism, impact measurement, and sustainability. Proposals that emphasize equity and engagement with underserved communities will be given priority. Successful applicants will receive funding in at least two installments, and recipients must comply with federal anti-discrimination laws and U.S. government branding guidelines. Interested applicants must submit their proposals to SingaporePDSCultural@state.gov with “Small Grants Program Application” and the applicant’s organization name in the subject line. Organizations must also register with SAM.gov and obtain a Unique Entity Identifier (UEI) before applying. The SAM.gov registration process can take up to 8 weeks, and applications from organizations without an active registration will be deemed ineligible.
