The U.S. Department of Energy’s Career Skills Training Program, administered by the Office of State and Community Energy Programs, is accepting applications from nonprofit partnerships between industry and labor organizations. The program aims to provide training that combines classroom instruction and on-the-job experience, enabling participants to earn industry-recognized certifications in energy efficiency building technologies. A total of up to $6.8 million in funding will be awarded, with grants ranging from $400,000 to $1,100,000. Awarded programs will run for a 36-month period and require a 50 percent cost share from non-federal sources.
Eligible partnerships must include at least one industry partner, such as employers or trade associations, and one labor organization, such as unions or joint labor management programs. Additional partners may include workforce boards, educational institutions, veterans' organizations, and community-based groups. Applicants must demonstrate prior experience operating worker training programs, the ability to engage underserved populations in training activities, and a clear plan for helping participants achieve economic self-sufficiency.
The program features two workstreams. The first focuses on expanding existing training pathways to serve new occupations or career tracks, leading to employment opportunities through work-based learning models such as apprenticeships, internships, or co-ops. The second workstream supports enhancing current training programs by adding advanced field practices and technology instruction, as well as strategies for job placement in the energy efficiency sector.
Applicants must submit detailed proposals that include a training plan, a project work plan, and letters of commitment from partners outlining their roles and contributions. Applications will be evaluated based on criteria such as technical merit, project implementation, and community benefits. This includes assessing alignment with program goals, outreach and recruitment strategies, partnerships, and plans to connect participants with high-quality jobs in the energy efficiency industry.
The timeline for the program begins with applications opening on January 8, 2025. An informational webinar is scheduled for January 15, 2025, and office hours will be held on February 5, 2025, to address applicant questions. Applications are due by March 6, 2025, at 3:00 PM ET. Awards are expected to be announced in late April 2025, with implementation beginning in summer 2025.
