The Recycling and Waste Diversion Grant Program administered by the County of Kaua‘i’s Solid Waste Division supports community-based projects that advance reuse, recycling, and waste diversion. Aligned with the recommendations from the County’s Integrated Solid Waste Management Plan Update, this competitive grant program encourages public awareness and education around sustainable waste practices. With a total of $40,000 available, the initiative seeks to fund innovative projects that foster long-term behavioral change and practical solutions for waste reduction on the island.
Applicants must be registered 501(c)(3) nonprofit organizations. Proposed projects may include a wide variety of initiatives such as school-based composting, reusable foodware programs, plastic diversion strategies with on-island processing, repair fairs, art or "trashion" shows using repurposed materials, or other educational and public engagement efforts related to waste diversion and recycling. While creativity is encouraged, all projects must align with the program's objective to reduce landfill waste and promote environmental stewardship.
Grant applications will be evaluated by a Selection Committee within the Department of Public Works, based on criteria that assess planning and public engagement, impact on waste diversion, project measurability, organizational experience, and budget feasibility. A minimum score of 15 out of 40 points is required for funding consideration. Projects may be fully or partially funded depending on the strength of the proposal and fund availability. The program allows for mutual revision of the project scope if needed.
Approved projects will receive 80% of their funding upon approval and the remaining 20% after successful project completion and submission of a final report. All grant agreements are governed by the County’s General Terms and Conditions. Campaign contributions during the contract term are prohibited in accordance with Hawaii state law.
