Elder Justice Innovation Grants FY2025

The Administration for Community Living (ACL), under the U.S. Department of Health and Human Services, is administering the Elder Justice Innovation Grants for Fiscal Year 2025, titled HHS-2025-ACL-AOA-EJIG-0023. These cooperative agreements are part of the broader mission of ACLβs Administration on Aging, aimed at developing and advancing innovative practices to prevent and intervene in adult maltreatment. The grant program aligns with the Elder Justice Act of 2009 and Title XX of the Social Security Act, targeting the complex and under-researched domain of elder abuse and neglect among older adults and adults with disabilities. The program addresses physical, sexual, emotional abuse, financial exploitation, neglect, and self-neglect. This funding opportunity supports projects that implement and evaluate new approaches in preventing adult maltreatment and improving outcomes for individuals already affected. The desired outcomes include reductions in maltreatment incidence, restoration of safe living conditions, and enhanced well-being of victims. Applications should clearly define problems, proposed solutions, and anticipated outcomes, with specific emphasis on evidence-based or innovative practices that can fill knowledge gaps or address systemic barriers. Projects may include the creation or testing of interventions, improving APS systems, enhancing data collection, or fostering interagency collaboration. A logic model and robust evaluation plan are required to ensure accountability and inform future practices. The program offers up to eight cooperative agreements, each ranging between $250,000 and $500,000 per year for a 36-month period, totaling an estimated $3,000,000. Applicants are expected to contribute a non-federal match of at least 25% of the total project cost. Subrecipient involvement is capped at 30% of total programmatic activities. While unrestricted, eligibility excludes foreign entities. Applications must demonstrate organizational capacity in elder justice, include a project director with at least 20% time commitment, submit detailed work and budget plans, and incorporate letters of commitment for named partners. Applications must be submitted through Grants.gov by August 11, 2025, at 11:59 PM ET. A Letter of Intent, while not mandatory, is encouraged and should be submitted 15 days from the notice publication date. ACL advises submitting applications several days in advance to avoid technical delays. The anticipated award start date is September 30, 2025. The review process will be conducted by a panel of experts and will score applications based on relevance, goals, outcomes, organizational capacity, and budget justifications. The program is administered as a cooperative agreement, meaning ACL will be actively involved in overseeing project execution, including monthly meetings, budget negotiation, and review of all project deliverables. Final grantee products must meet federal standards for dissemination and include a publicly shareable Project Impact Report.
