Assistive Technology and Intermediate Care Facilities

The Ohio Department of Developmental Disabilities (DODD) is offering a grant opportunity for Intermediate Care Facilities (ICFs) to purchase assistive technology for individuals with developmental disabilities. The initiative aligns with Ohio’s longstanding commitment to expanding access to supportive technology, which began in 2012 with the funding of telepsychiatry services for individuals in remote areas. This commitment was further strengthened in 2018 with the signing of the Technology First Executive Order, making Ohio the first state to emphasize assistive technology access for people with developmental disabilities. Through this funding opportunity, ICFs can access resources to improve the quality of life for their residents using technology-based solutions. The primary objective of this grant is to facilitate the acquisition of assistive technology by leveraging the DODD Rapid Response System. Qualified Intellectual Disabilities Professionals (QIDPs) can use this system to connect with vendors and identify suitable technological solutions tailored to the needs of individuals living in ICFs. The grant will cover costs associated with the purchase of assistive technology after a consultation with vendors. The funding is intended to support individualized technology needs and is not for general facility enhancements. This grant opportunity is exclusively available to Intermediate Care Facilities (ICFs) located in Ohio. Eligible applicants must not have any unresolved findings for recovery under Section 9.24 of the Ohio Revised Code. Applications must include a completed grant application form, a signed agreement, a completed Standard Affirmation and Disclosure Form, and a vendor cost estimate or invoice for the proposed purchase. DODD reserves the right to request additional documentation or conduct interviews as part of the selection process. The funding for this grant comes from state funds, with a total program allocation of $300,000 split between two fiscal years. The funding target is $150,000 per fiscal year, with FY24 covering the period from February 26, 2024, to June 30, 2024, and FY25 running from July 1, 2024, to March 31, 2025. Payments will be issued within 30 days of application approval through the Ohio Office of Budget and Management’s (OBM) Grants Portal. Awards will continue until either the funding is exhausted or the application deadlines are reached. Applications must be submitted via the OBM Grants Portal by June 30, 2024, for FY24 and by March 31, 2025, for FY25. DODD will host informational webinars on March 8 and March 11, 2024, for prospective applicants to clarify requirements and application procedures. The selection process will involve a review by DODD staff, with potential negotiation of grant terms. Selected applicants will receive notifications of approval, rejection, or required revisions. The grant agreement will be subject to Ohio’s ethical and regulatory requirements, including compliance with drug-free workplace policies, equal employment laws, and financial accountability standards.
