Child and Family Advocacy Center Fund FY2026
This funding opportunity provides financial support to Child and Family Advocacy Centers in Arizona to enhance services for victims of abuse and neglect.
The Child and Family Advocacy Center Fund grant is administered by the Arizona Office of the Attorney General (AGO) to support Child and Family Advocacy Centers (CFACs) across Arizona. In response to an appropriation passed during the 2025 legislative session, the state has allocated $100,000 from the State General Fund to the Child and Family Advocacy Center Fund. This funding is intended to provide multiple one-time grant awards to eligible CFACs, supporting services for victims throughout the state. Funding allocation is based on the total number of victims served by each eligible CFAC during the 2024 calendar year. The CFAC Fund is governed by Arizona Revised Statutes (A.R.S.) § 8-466 and § 41-191.11, which stipulate detailed eligibility criteria and distribution requirements. The Attorney General may retain up to five percent of the fund for administrative costs. The remaining funds are distributed as follows: 5% to a statewide membership organization that establishes core standards and provides training and support for CFACs; 47.5% distributed equally among eligible CFACs operational in the funding year; and 47.5% distributed proportionally based on the number of victims served by each eligible CFAC. To be eligible, CFACs must meet specific legal and operational standards. These include maintaining a neutral, victim-focused facility capable of providing evidence-based forensic interviews, medical evaluations or referrals, mental health therapy or referrals, and multidisciplinary case review teams. Applicants must submit documentation confirming accreditation, operational protocols, victim service statistics from the prior year, and other certifications as outlined in the grant requirements. Centers must also comply with safety protocols established in A.R.S. § 8-817. Applications for this grant must be submitted via the State of Arizona’s Electronic Grant System, Euna Grants Subrecipient Portal (eCivis), no later than May 12, 2026. The portal also hosts all electronic documents and templates necessary for submission. Any applications submitted outside this platform or past the stated deadline will be rejected. Post-award, grantees must submit a post-offer budget and narrative detailing the use of funds, and all awarded funds must be expended or encumbered by June 30, 2027. Reporting requirements include quarterly financial and programmatic reports, including narrative descriptions of project activities, statistical data on service numbers, and compliance documentation with generally accepted accounting principles (GAAP) and federal grant standards. Additionally, grantees must provide resumes for funded staff and be prepared for monitoring and performance assessments by the AGO. Attribution statements are required for any public-facing activities or products funded by this grant. The grant term runs until December 31, 2027, and this funding opportunity does not require cost sharing or matching funds. The designated contact for inquiries and submissions is Cindy Palmer, Procurement Manager at the Arizona Attorney General's Office. All communication regarding the grant must be directed through her as the single point of contact.
