Grant Description

The American Cybersecurity Enhancement Program for Thai Entrepreneurs is a funding opportunity announced by the U.S. Embassy Bangkok, Department of State under opportunity number OFOP0001959. The program is funded through FY2025 Smith-Mundt Public Diplomacy Funds and administered via a cooperative agreement, which allows for substantial involvement from the U.S. Embassy in the execution of funded projects. The initiative is aimed at enhancing cybersecurity practices among Thai small and medium-sized enterprises (SMEs), particularly those in the early to mid-stages of business development, using American technologies and expertise. A total of $60,000 is available, with award amounts ranging from approximately $35,000 to $60,000, for a project duration of up to 12 months starting in August 2025. The purpose of the program is to introduce American cybersecurity standards and practices to Thai entrepreneurs, thereby bolstering digital security in Thailand and fostering stronger U.S.-Thai economic and business relations. The program is designed for SMEs and entrepreneurs who have been in operation between one to five years and are interested in strengthening their cybersecurity systems. Eligible activities under this program include workshops, training sessions, case studies, mentorship, technology demonstrations, certification programs, and partnership building, all of which must feature a strong American nexus—either through U.S. partners, technologies, or experts. Eligibility for the grant is limited to not-for-profit organizations, public and private not-for-profit educational institutions, governmental institutions, and public international organizations. All applicants must have a Unique Entity Identifier (UEI) and be registered in SAM.gov. Organizations may submit only one proposal, and any deviation will result in disqualification. While cost-sharing is not required, it is encouraged and should be outlined in the budget if proposed. Applications must follow detailed formatting and submission guidelines. Required components include various federal forms (e.g., SF-424, SF-424A), a proposal narrative (up to 10 pages), CVs for key personnel, letters of support, and a detailed budget justification. Submissions must be made either via email to BangkokPD@state.gov or through MyGrants by July 4, 2025, at 4:00 P.M. Bangkok time. The U.S. Embassy will notify unsuccessful applicants by August 29, 2025. The evaluation process emphasizes alignment with U.S. government priorities and the inclusion of American elements. Proposals are judged based on criteria such as relevance to U.S. priorities (30 points), feasibility (20 points), planning and implementation strategy (15 points), monitoring and evaluation plans (15 points), budget realism and sustainability (10 points), and organizational capacity (10 points). Special attention is given to applications demonstrating effective implementation strategies and alignment with cybersecurity best practices that benefit U.S.-Thai relations.
