Grant Description

The Workforce Innovation and Opportunity Act (WIOA) Workforce Information Grants Allotments for Program Year (PY) 2025 are administered by the U.S. Department of Labor’s Employment and Training Administration (ETA). These grants are part of a broader effort to provide funding for workforce programs that support employment and labor market information systems across states and outlying areas. The grants are authorized through the Full-Year Continuing Appropriations and Extensions Act, 2025, Public Law 119-4, and distributed under administrative formula to improve the capacity of states to provide critical workforce and labor market data. The purpose of these grants is to enhance the quality and accessibility of workforce information and labor market data, which is essential for the efficient operation of labor markets. WIGs are aimed at supporting state workforce agencies in delivering core labor exchange and workforce information services. The funds may be used for a variety of purposes, including program evaluation, career services, data analysis, occupational and labor market research, and development of management information systems. Additionally, activities to be performed with these funds will be described in a future TEGL, which will include specific grant deliverable requirements. Total available funding for the Workforce Information Grants in PY 2025 is $32,000,000. After a $25,000 reduction for program integrity, $31,975,000 remains available for distribution. Out of this amount, $176,740 is allocated to Guam and the United States Virgin Islands. These outlying areas receive funds partially based on Civilian Labor Force (CLF) data from the Bureau of Labor Statistics. For all states, 40 percent of the remaining funds are distributed equally, while the remaining 60 percent are distributed in proportion to each state’s share of the CLF for the 12-month period ending September 2024. To access these funds, states must submit an electronically signed Standard Form 424 (SF-424) through Grants.gov under the funding opportunity number ETA-TEGL-11-24-WIG (CFDA 17.207). The submission constitutes an official grant application and must include the precise allotment figures as detailed in the TEGL attachments. The deadline for submission is 30 days from the issuance of the TEGL on May 20, 2025, meaning applications are due by June 19, 2025. States must also maintain active SAM registration and ensure accurate financial reporting through the ETA-9130 quarterly reports.
