Program Year 2025 Funding Allotments and Application Instructions for the WIOA Section 166 Indian and Native American Programs Grantees
This funding provides financial support for workforce development and employment training services aimed at low-income Native American adults and youth across the United States.
The U.S. Department of Labor’s Employment and Training Administration (ETA) has released Training and Employment Guidance Letter (TEGL) No. 12-24 to announce Program Year (PY) 2025 funding allotments for the Workforce Innovation and Opportunity Act (WIOA) Section 166 Indian and Native American (INA) Programs. This funding supports both the Comprehensive Services Program (CSP) for adults and the Supplemental Youth Services Program (SYSP) for low-income Native American youth. The guidance outlines application procedures, allocation details, and conditions for grantees to receive their funds. ETA has allocated $60 million for the INA CSP program, with $600,000 reserved for compliance training, resulting in $59.4 million available to grantees. An additional $14,054,622 is designated for SYSP services. The CSP and SYSP funds will be distributed based on formulas defined in federal regulations, specifically 20 CFR 684.270 and 20 CFR 684.440, respectively. The funding supports workforce development and employment training services for Native American populations across the United States, including those on or near reservations and in Oklahoma, Alaska, and Hawaii. Eligible entities include WIOA Section 166 INA grantees, which are listed extensively in the funding tables included in the guidance. Federally recognized tribes participating in Public Law 102-477 receive their funds through the Department of the Interior and are not required to submit applications through ETA. Other grantees must submit separate applications for CSP and SYSP funding using the Grants.gov portal. Required documents include SF-424, SF-424A, a detailed Budget Narrative, and a Negotiated Indirect Cost Rate Agreement (NICRA) or Cost Allocation Plan (CAP), if applicable. Applications must be submitted within 30 days of the TEGL’s issue date of May 22, 2025. Late or improperly submitted applications will not be accepted. Grantees are also able to request an increase in administrative costs beyond the standard 15 percent limit, up to a maximum of 20 percent, with appropriate justification detailed in the Budget Narrative. The grant application process requires registration and submission through Grants.gov using specific funding opportunity numbers for each program type (CSP and SYSP). Instructions for submission and naming conventions for applications are also provided to ensure clarity and correct categorization of applications. Any questions should be directed to the grantee’s designated Federal Project Officer.
