The U.S. Army Corps of Engineers (USACE), Alaska District, has announced a funding opportunity under Cooperative Agreement No. W911KB-25-2-0011 for the implementation of the Integrated Natural Resources Management Plan (INRMP) at U.S. Army Garrison Alaska (USAG-AK). This grant opportunity is issued under the statutory authority of the Sikes Act (16 U.S.C. 670c-1(a)) and is aimed at enhancing the ecological and training readiness of military lands across USAG-AK installations. This opportunity supports conservation, resource rehabilitation, recreational access, and forest management within multiple training areas including Fort Greely, Fort Wainwright, Donnelly Training Area, and the Yukon Training Area. The primary objective of the INRMP implementation is to maintain and improve the natural resource conditions on USAG-AK lands in order to sustain military training missions while ensuring compliance with environmental regulations. This includes soil, water, and vegetation protection; erosion control; habitat and forest management; trail improvements; and the overall enhancement of biodiversity. Tasks funded through this opportunity will support recreational and forest-use improvements and ensure that environmental considerations do not impede military readiness. There are three base-year funded tasks and one optional unfunded task associated with this project. Task 1 involves improving trail access, signage, and vegetation management along TA 531 and Fort Wainwrightโs Birch Hill trails, with a ceiling of $33,240. Task 2 focuses on erosion control and trail stabilization along Donnelly Dome and Birch Hill, with an annualized target of 5,000 linear feet over a total of 25,000 linear feet and a ceiling of $33,960. Task 3 allocates $20,000 for forest product access improvements in the Yukon Training Area. Task 4, which is optional and currently unfunded, addresses forest health protection through timber stand improvement with a ceiling of $21,000. The total program cost ceiling, including optional periods and Task 4, is $385,620. Eligible applicants include states, local governments, Indian tribes, non-governmental organizations, and individuals. There is no match funding requirement; USACE will provide 100% of the project funding. Applicants must be registered in SAM.gov and Grants.gov and are required to submit a completed application package including SF-424 forms, program narrative, and documentation of eligibility by 29 August 2025 at 2:00 PM Alaska Time. Submissions may be sent via email or through the Grants.gov portal. The evaluation process includes a technical and cost review. Applications will be judged on experience (most important), technical approach (second most important), and cost (third). Only submissions deemed responsible, eligible, and most likely to succeed will be awarded. The anticipated award date is on or before 30 September 2025. The period of performance will last for 12 months, with options to renew for up to four additional 12-month periods, subject to funding.
