Grant Description

The Public Education for Living Organ Donation Reimbursement Program (PE-LODRP), offered through the Health Resources and Services Administration (HRSA), aims to increase awareness of and equitable access to HRSA’s Living Organ Donation Reimbursement Program (LODRP), with a special focus on medically underserved communities. This cooperative agreement intends to fund one organization that will conduct nationwide educational and outreach activities to promote the LODRP and support potential living organ donors. The main objective of the PE-LODRP is to raise public awareness about the financial support available to living organ donors, such as reimbursement for medical travel, lost wages, and childcare expenses. The program’s goal is to address the disparity in access to organ donation services, as underserved populations remain significantly underrepresented among living donors, despite constituting a large portion of the transplant waitlist. The selected award recipient will work closely with HRSA and the recipient of the LODRP cooperative agreement to ensure cohesive implementation and broad dissemination of educational materials. The cooperative agreement will provide up to $500,000 annually for three years, contingent on annual appropriations and satisfactory progress. The program prioritizes the creation and dissemination of culturally and linguistically appropriate materials, collaboration with diverse stakeholders, and active engagement with communities that historically face barriers to accessing transplant-related services. Educational tools may include web content, audiovisual presentations, social media outreach, and community meetings. Eligible applicants include a broad range of domestic public and private organizations, such as nonprofits (with or without 501(c)(3) status), higher education institutions, small businesses, state and local governments, school districts, and tribal entities. Individuals are not eligible to apply. Applicants must submit a comprehensive application, including a project narrative, budget narrative, staffing plan, work plan, and letters of agreement with at least three partnering organizations. Collaboration is strongly encouraged to amplify outreach efforts. Key application deadlines include the final submission date of April 18, 2025, by 11:59 p.m. ET. The expected award announcement is August 1, 2025, with a start date of September 1, 2025. Evaluation criteria include need, response, evaluation measures, impact, resources and capabilities, and the appropriateness of the budget. The review process will assess completeness, merit, and risk, and HRSA may factor in geographic and programmatic diversity in final funding decisions. The program requires robust performance reporting, including quarterly narrative reports and monthly data submissions related to outreach and engagement metrics.
