The Bureau of Justice Assistance (BJA), part of the U.S. Department of Justice’s Office of Justice Programs, has released the Fiscal Year 2025 Emergency Federal Law Enforcement Assistance (EFLEA) Program 2 Invitation to Apply. This grant opportunity is designed to provide emergency financial support to state and local jurisdictions when existing resources are insufficient to protect lives and property or enforce criminal law. The EFLEA program originates from statutory authority under Pub. L. No. 98-473 and subsequent appropriations acts, and it is specifically directed at emergency response scenarios requiring rapid assistance. The purpose of this grant is to reimburse extraordinary expenses incurred during law enforcement emergencies. Funds are restricted to covering overtime and regular salary costs directly tied to the response. Applicants must maintain active registration in SAM.gov, including a Unique Entity Identifier. Required application materials include a proposal abstract, proposal narrative, budget detail form, and applicable disclosures and assurances. The proposal narrative must describe the emergency situation, the cause, available resources, and the process for reimbursing overtime costs. The Office of Justice Programs reviews applications for reasonableness, clarity, and alignment with program objectives, as well as applicant risk factors such as prior performance and financial stability. Final award decisions are made by the Assistant Attorney General. Notifications of award decisions are typically issued by September 30, 2025, and recipients must accept awards in JustGrants within 45 days of notification. Post-award requirements include quarterly financial reports, semiannual performance reports, final reports, and compliance with all federal civil rights and financial management standards.
