Grant Description

The Fiscal Year 2024 Fire Prevention and Safety (FP&S) Grant Program, administered by the Federal Emergency Management Agency (FEMA) under the U.S. Department of Homeland Security (DHS), aims to enhance public and firefighter safety in relation to fire and fire-related hazards. This grant provides direct financial support to eligible fire departments and nonprofit organizations for fire prevention initiatives and firefighter health and safety research and development projects. The program is authorized by the Federal Fire Prevention and Control Act of 1974 and funded under the 2024 DHS Appropriations Act. The FP&S Grant Program is divided into two main activities: the FP&S Activity and the Research and Development (R&D) Activity. The FP&S Activity supports five categories: Community Risk Reduction, Wildfire Risk Reduction, Code Enforcement/Awareness, Origin and Cause Investigation, and National/State/Regional Programs and Projects. The R&D Activity includes Clinical Studies, Technology and Product Development, Preliminary Studies, and Early Career Investigator projects. Each category targets specific fire safety outcomes and is intended to develop innovative solutions, educational outreach, and scientific research that enhance safety and operational readiness. Eligible applicants for the FP&S Activity include fire departments in all U.S. states and territories, federally recognized Indian tribes, and nonprofit organizations with experience in fire prevention and safety programs. For the R&D Activity, eligible applicants include academic and research institutions, public safety and health organizations, and nonprofit entities—excluding fire departments. All applicants must meet strict eligibility and submission requirements, including providing cost share documentation and ensuring that authorized personnel submit the application. Applications must be submitted through the FEMA GO system, beginning on May 23, 2025, and closing on July 3, 2025. The maximum federal share for awards is $1.5 million, with a reduced cap of $600,000 for Early Career Investigator projects. All recipients must provide a 5% non-federal cost share, which may be met through cash or in-kind contributions. Applicants are required to maintain 80% of their average expenditures on fire safety activities over the two prior fiscal years during the grant’s period of performance, which varies between 12 to 48 months based on project complexity. The application requires completion of standard federal forms and program-specific documentation. For the FP&S Activity, regional projects must include a Memorandum of Understanding among participating organizations. R&D projects require detailed narrative statements and an appendix. Applications are evaluated via a peer review process, with scoring based on narrative criteria such as financial need, vulnerability statement, project description, implementation plan, evaluation plan, and cost-benefit analysis. Additional Requirements

Fire departments operating in any of the 50 states, as well as fire departments in the District of Columbia, the Commonwealth of the Northern Mariana Islands, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of Puerto Rico1 , or any federally recognized Indian tribe or tribal organization. A fire department is an agency or organization having a formally recognized arrangement with a state, local, tribal, or territorial authority (city, county, parish, fire district, township, town, or other governing body) to provide fire suppression to a population within a geographically fixed primary first due response area. National, regional, state, local, Tribal Nation and nonprofit interest organizations that are recognized for their experience and expertise in fire prevention and safety programs and activities are eligible applicants. Both private and public nonprofit organizations are eligible to apply for funding under this activity. R&D Activity National, state, local, federally recognized Tribal Nation and nonprofit organizations, such as academic (e.g., universities), research foundations, public safety institutes, public health, occupational health, and injury prevention institutions. Both private and public non-profit organizations are eligible to apply for funding in this activity. Fire departments are not eligible to apply for funding in this Activity.
