Grant Description

The 2024 Local Project Funding program is administered by the Illinois Department of Transportation (IDOT) to support local transportation initiatives. This program is funded through state resources as authorized by Public Act 103-0589, using allocations from the Road Fund. The intent of the program is to assist local public agencies in executing transportation projects that align with state priorities, particularly those enhancing local assets, supporting complete streets, and improving public safety. A total of $400 million is available, with an anticipated 200 awards to be distributed competitively. Eligible applicants include local public agencies such as city or township governments, county governments, and other units of local government including transit, park, and port districts. Projects must be road fund eligible, and applicants must adhere to IDOT's standards as outlined in the Local Roads and Streets Manual or Federal requirements, depending on the funding origin. Disadvantaged areas are prioritized for funding, and all projects must include goals for disadvantaged business enterprise (DBE) participation in compliance with IDOT policy and 49 C.F.R. Part 26. For projects of $500,000 or more, the Illinois Works Jobs Program also applies. The application period opens on May 9, 2025, and closes on June 1, 2025, at 11:45 PM. Applications must be submitted through an online form available at the provided link. A technical assistance session will be hosted via Webex on May 22, 2025, at 10:00 AM. Attendance is not mandatory, and no pre-registration is required. The session will be recorded and made available for later viewing. Questions regarding the application may be submitted via email until May 28, 2025. Projects will be evaluated based on readiness for implementation within two years, cost-effectiveness, feasibility, and safety impact. Those seeking Phase I support will also be considered among similar projects. Readiness criteria include the current status of project development and land acquisition needs. The Secretary of IDOT will make final decisions following evaluation. Indirect costs are not allowed under this grant, and there is no cost-sharing or matching requirement. The program does not allow multiple applications per applicant. All submissions are reviewed under a one-time timeline. Notifications of awards are expected to be made in the summer of 2025.
