The Build Our Future Grant Pilot Program is administered by the Maryland Department of Commerce to support infrastructure projects that drive innovation within specific technology sectors across the state. Originally established in 2023, the program is set to operate through June 30, 2027. It was designed to fund high-impact projects that contribute to the state’s economic development and technological advancement goals, particularly in industries with strategic importance to Maryland. In fiscal year 2026, the program has been funded at $7 million. It offers matching grants of up to $2 million per applicant for eligible innovation infrastructure projects. Funding is prioritized for proposals demonstrating transformative impacts on targeted sectors such as advanced manufacturing, aerospace, agriculture, artificial intelligence, biotechnology, blue technology, cybersecurity, defense, energy and sustainability, life sciences, quantum, and sensors and robotics. Grant awards may only cover “hard” costs, such as the acquisition, construction, or equipping of infrastructure. Examples include real property improvements, machinery and equipment, wet labs, cyber ranges, and specialized workforce training facilities. Operating expenses, salaries, and consulting fees are not eligible grant-funded costs but may be covered through matching funds. Eligibility is open to private companies, nonprofit organizations, local governments, and colleges and universities located in Maryland. However, a single entity may not receive more than $2 million in a fiscal year, and no more than 50% of the fund may be awarded to higher education institutions annually. Additionally, colleges and universities must either collaborate with private industry or demonstrate potential for significant economic impact through entrepreneurship and innovation clusters to qualify. Applicants are also required to meet stringent matching requirements: 200% of the grant for awards up to $1 million, and 400% for awards over $1 million. The application process is divided into two phases. Phase 1, which is currently open, invites initial project summaries outlining the proposal’s alignment with program goals. Submissions must include a narrative of the project’s purpose, scope, technology sector, funding sources, and transformational potential. The deadline for Phase 1 applications is September 26, 2025, at 5:00 p.m. EDT. Following the initial review, selected applicants will be invited to submit a more detailed Phase 2 application, due in spring 2026. Awards will be announced following completion of this review. Fifty percent of awarded funds will be disbursed upon execution of a grant agreement. The remaining amount will be reimbursed after the project’s completion and documentation of eligible expenses. Projects must be fully operational within two years of the grant agreement, and property purchased or constructed must be held for at least three years. Grantees are subject to annual reporting and random audits to ensure compliance with program goals. Failure to meet these obligations may result in full repayment of the grant.
