Grant Description

The U.S. Army Corps of Engineers, Fort Worth District, is offering a cooperative agreement opportunity under the authority of the Sikes Act (16 USC 670c-1) to support the Sustainable Range Study at Fort Stewart and Hunter Army Airfield in Georgia. This opportunity, issued under the funding identifier W9126G-25-2-SOI-5342, is limited to members of designated Cooperative Ecosystem Studies Units (CESU) Program regions, specifically the Gulf Coast, Southern Appalachian Mountains, Piedmont South Atlantic Coast regions. The agreement aligns with efforts to enhance military readiness while preserving natural resources, and supports the Integrated Training Area Management (ITAM) Sustainable Range Program (SRP) as part of the Fort Stewart/HAAF Integrated Natural Resources Management Plan (INRMP). The primary purpose of this cooperative agreement is to support the effective and sustainable use of military training lands while protecting ecological integrity. The project aims to assist in the optimal management of training lands, prevent and minimize mission constraints due to environmental factors, and contribute valuable data and tools to inform land use and natural resource decisions. Work performed under the agreement will include data collection and analysis, land condition assessments, GIS mapping, and land rehabilitation and maintenance activities. The tasks are organized into three primary components: Range and Training Land Assessment (RTLA) support, Land Rehabilitation and Maintenance (LRAM) support, and Geographic Information Systems (GIS) support. Approximately $918,530.74 is expected to be available for the base 12-month period, with the possibility of four additional 12-month option periods depending on funding and project needs. Award under this Request for Statements of Interest (RSOI) will only be made to CESU members and will include a CESU-established indirect rate of 17.5%. Funding may be expanded for optional tasks or future work, and the agreement explicitly outlines required qualifications, equipment access, government-furnished materials, and compliance with Army regulations, including NIST cybersecurity requirements and specific training (e.g., anti-terrorism and information assurance). The initial submission requirement is a concise Statement of Interest (SOI), not a full proposal. The SOI should detail the applicantโ€™s qualifications, experience, relevant past projects, and available resources, and is due by 2:00 P.M. Central Time on July 27, 2025. Any questions must be submitted by July 9, 2025. Statements will be evaluated by a board of reviewers who will then request full proposals from selected applicants. Proposals must show capability in environmental and land resource management, especially as related to military training land use and conservation. To be eligible for award, recipients and subrecipients must have an active NIST SP 800-171 DoD Assessment within the last three years. Substantial involvement from Fort Stewart staff is expected in the development of methodologies, data analysis, and deliverable review. Key personnel, including a Principal Investigator, RTLA technicians, LRAM operators, and GIS coordinators, must meet specific educational and professional experience requirements outlined in the document. Awardees will be required to attend meetings, briefings, and complete multiple forms of required training. Primary contacts for the opportunity include Maria Lopez (Grants Specialist), Josh Wurtz (Project Manager), and Kali Evans (Grants Officer Representative). Questions and submissions should be directed to their listed emails and phone numbers. The program also provides detailed instructions on post-award invoicing, reporting, and property usage. The comprehensive Statement of Objectives and Appendices A and B offer further specifications regarding the scope of tasks and government-furnished property.
