The Kansas Department for Aging and Disability Services (KDADS), through its Behavioral Health Services Commission, is offering funding for community-based crisis stabilization services for individuals with Intellectual and/or Developmental Disabilities (IDD) who also have behavioral health needs. This opportunity is designed to address significant gaps in access to care for this population, reduce emergency room visits and law enforcement interventions, and prevent placement in restrictive environments by enhancing the availability and quality of behavioral health support in the community.
Applications must be submitted by April 18, 2025, at 11:59 p.m. CST. A Letter of Intent to Apply and any questions regarding the application process are due by April 4, 2025. Awards will be announced by April 23, 2025, and the funded grant period will run from July 1, 2025, through June 30, 2026. The total funding available for this program is approximately $2,000,000. Eligible applicants are IDD organizations as defined under Kansas Statute K.S.A 38-1803. Award recipients will be required to enter into a contract with KDADS and provide monthly progress and financial reports.
The program seeks to fund proposals that utilize evidence-based or promising practices to establish or enhance services for people with IDD at risk of or experiencing behavioral health crises. Proposed activities must include one or more of the following: use of multidisciplinary crisis intervention teams, coordination of medical and behavioral care from IDD-competent providers, establishment of crisis respite or stabilization beds, or coordination with 988 services and mobile crisis teams to ensure inclusive responses.
Successful proposals will demonstrate comprehensive, coordinated systems of care. Priority will be given to projects incorporating a full continuum of crisis services, including residential options for individuals whose crises cannot be managed through community-based intervention alone. Applicants are expected to submit an implementation plan within 30 days of award, followed by monthly progress and fiscal reports.
Applications must include a signed coversheet, a detailed narrative covering community needs, applicant capacity, proposed services and strategies, evaluation methods, and a sustainability plan. A budget worksheet and justification are also required. The evaluation process will score proposals out of 100 points, with 80 points allocated to the narrative and 20 to the budget.
