Eligibility for this funding opportunity is broad but specific. Eligible applicants include national and international public, private, nonprofit, and for-profit organizations. These may include institutions of higher education, small businesses, independent school districts, local and state governments, and federally recognized tribal organizations. However, intramural Department of Defense organizations are ineligible to submit directly. Collaborative arrangements between extramural applicants and intramural investigators are permitted if properly documented. Proposals must not overlap with an organization’s fully funded internal programs, and all investigators must be affiliated with eligible institutions. Federally Funded Research and Development Centers (FFRDCs) are ineligible to apply directly but may participate as subrecipients if allowed by their sponsoring agreements. The opportunity does not specify a maximum or minimum award amount, nor does it place a limit on total program funding. Budgets should be appropriate for the scale and complexity of the research and include all direct and indirect costs. For assistance agreements, the performance period may extend up to four years, while for contracts, the period may be up to five years.
