Veteran Services Grant
This program provides funding to organizations that offer essential services to Oregon veterans, focusing on areas like health care, housing, employment, and education.
The Veteran Services Grant Program, administered by the Oregon Department of Veterans’ Affairs (ODVA), provides one-time, competitive grants to organizations that deliver direct services to Oregon veterans. Funded by Oregon State Lottery dollars under Ballot Measure 96 (2016), the program supports projects that aim to improve veteran outcomes in areas such as mental or physical health care, housing security and houselessness, employment stability, education and training, transportation, or other critical community-based services. The total allocation for the 2025–2027 cycle is $972,653, and individual award amounts will range from $25,000 to $250,000. Eligible applicants include tribal, regional, or local governments; state agency programs; Oregon quasi-public agencies; intergovernmental agencies formed under ORS 190; and private nonprofits registered as 501(c)(3), 501(c)(19), or 501(c)(23) organizations. Nonprofits must show proof of current Oregon business registration, registration with the Oregon Department of Justice, a filed CT-12 form, and at least one year of operational history. All grant-funded services must be provided at no cost to veterans, and administrative costs may not exceed 10% of the grant award. Funds cannot be used for capital improvements, direct payments to individuals, debt retirement, or fundraising. Each applicant may submit one proposal, which can include multiple projects as long as individual objectives, goals, and requested funding amounts are clearly delineated. The program uses a reimbursement-based model; grantees must submit claims monthly, with the final reimbursement due by July 15, 2027. Grant funds must be spent by June 30, 2027. Projects will be evaluated on a 38-point rubric assessing the quality of the work plan, timeline, outcomes, organizational capacity, and budget justification. Priority consideration may be given to projects targeting underserved communities or areas of highest veteran need. Required reporting includes quarterly performance reports detailing veteran engagement, service metrics for underserved populations, program achievements, and financial reporting. A final report, due by August 30, 2027, must include a budget reconciliation, asset log, and a summary of outcomes achieved. A grant guidance webinar was held on September 11, 2025, and all proposals must be submitted via the ODVA website by October 13, 2025, at 11:59 PM PST. The performance period will begin January 1, 2026, and extend through June 30, 2027. Final award determinations will be made by the Director of ODVA following an impartial committee review.
