Centers for Independent Living Competition - American Samoa
This funding opportunity provides financial support to nonprofit organizations in American Samoa to establish a new center that will enhance independent living services for individuals with disabilities and older adults in the community.
The Centers for Independent Living Competition β American Samoa is a forecasted discretionary grant opportunity offered by the Administration for Community Living (ACL), an agency within the U.S. Department of Health and Human Services (HHS). The ACL operates under the mission of increasing access to community supports while focusing on the unique needs of older adults and individuals with disabilities. This particular grant opportunity is aligned with the ACLβs broader goal of supporting independent living through a network of consumer-controlled, community-based centers across the nation. This competition is specifically designed to establish a new Center for Independent Living (CIL) in American Samoa. The primary aim is to provide, expand, and improve independent living services in this unserved or underserved U.S. outlying area. Centers funded under this opportunity are expected to offer five core services: information and referral, independent living skills training, peer counseling, individual and systems advocacy, and assistance with transitioning individuals from institutions to community living. These services also include helping those at risk of institutionalization and facilitating the transition of youth into postsecondary life. The funding available for this opportunity totals $159,762. This amount will support a single award for a center in American Samoa, with a 24-month project period divided into two 12-month budget periods. There are no matching requirements for this funding, and it is not offered on a rolling basis. It is a one-time opportunity, although similar competitions may occur in future fiscal years. The estimated post date for the Notice of Funding Opportunity is March 26, 2026, with applications due by June 29, 2026. The anticipated award and project start date is September 1, 2026. To be eligible for this grant, applicants must be domestic, private nonprofit organizations with 501(c)(3) status, other than institutions of higher education. Additionally, they must be consumer-controlled, community-based, cross-disability, non-residential agencies with the authority and capacity to carry out the purpose of Part C of Title VII of the Rehabilitation Act of 1973. Eligible entities must not already receive Part C funding unless they are proposing to establish a new, geographically separate center. Applicants must also demonstrate that the establishment of a new center aligns with the state plan for a network of centers in the territory or area proposed to be served. Entities such as Indian tribal organizations, faith-based organizations, and community-based organizations that meet the eligibility requirements may also apply. Foreign entities are not eligible. Furthermore, applicants must provide documentation to show consistency with the design for establishing a statewide network of centers as described in the State Plan for Independent Living (SPIL) of the relevant outlying area. The point of contact for this funding opportunity is Peter Nye, who can be reached at 202-795-7606. As this is a forecasted opportunity, there are currently no specific application forms, question lists, or tips provided in the notice.
