The Federal Transit Administration (FTA), part of the U.S. Department of Transportation, has announced a competitive funding opportunity for Fiscal Year 2025 under two programs: the Low or No Emission Grant Program and the Grants for Buses and Bus Facilities Competitive Program. The FTA, responsible for supporting public transportation across the country, is offering a total of $1.5 billion to enhance transit infrastructure with a focus on environmental sustainability and modernization.
The purpose of this funding is to help state and local governmental authorities purchase or lease low or no emission transit buses and related equipment or facilities. The objectives include reducing greenhouse gas emissions, improving air quality, and upgrading the overall condition of public transportation vehicles and infrastructure. Funding will support capital projects such as the acquisition of buses, construction of bus facilities, and installation of charging or fueling infrastructure.
Eligible applicants include designated recipients of FTA grants, states, local governmental authorities, and federally recognized Tribes. Applicants must demonstrate their legal, financial, and technical capacity to carry out and sustain the project. Projects must also comply with applicable environmental, civil rights, and labor laws.
All applications must be submitted electronically via GRANTS.GOV by 11:59 p.m. Eastern Time on Monday, July 14, 2025. Hard copy or faxed submissions will not be accepted. Application materials, including detailed instructions and program requirements, are available on the FTAโs website and within the GRANTS.GOV portal under the funding opportunity IDs FTAโ2025โ008โTPMโLWNO and FTAโ2025โ007โTPMโBUS.
For questions or technical assistance, applicants can contact Kirsten Wiard-Bauer at FTALowNoBusNOFO@dot.gov or call (202) 366โ2053. Proposals will be evaluated based on their environmental benefits, readiness to implement, applicant capacity, and alignment with FTAโs strategic priorities.
This notice is issued under the authority of 23 U.S.C. 139(l)(1), and the funding falls under the Catalog of Federal Domestic Assistance Program Number 20.205 for Highway Planning and Construction. The FTA also notes that relevant Executive Orders on environmental protection, cultural resource preservation, and floodplain and wetland management will apply.
