Grant Description

The Franklin County Community Foundation (FCCF), operating as a regional foundation of The Foundation for Enhancing Communities (TFEC), administers an annual competitive grant program specifically for nonprofit organizations serving Franklin County, Pennsylvania. FCCF seeks to advance community wellbeing by funding innovative and collaborative initiatives that demonstrate measurable impact and long-term sustainability. As a regional partner of TFEC, FCCF shares a commitment to supporting local organizations addressing critical community needs through targeted philanthropy. The grant program is open to nonprofit organizations classified as 501(c)(3), or those with a fiscal sponsor that holds 501(c)(3) status. Eligible applicants must provide direct services within Franklin County. The application period for this cycle opens on February 1 and closes on May 1. Applications must be submitted through the TFEC Grants Portal. Notification of funding decisions is scheduled by August 1. Selected projects may commence from September 1 of the grant year and must conclude by August 31 of the following year. In 2026, FCCF introduced an additional $10,000 allocation specifically to address housing-related challenges, underscoring the foundation's increased focus on supporting housing stability initiatives. This supplementary funding aims to help nonprofits tackle urgent housing issues and foster long-term stability for individuals in designated areas. The housing-related grants are integrated into the broader application process and are open to all qualifying organizations. FCCF prioritizes programs aligned with its mission and strategic focus areas, which include arts and culture, community development, education, environment, and health and human services. Emphasis is placed on proposals that feature replicable models, measurable outcomes, and clear sustainability plans. Additional preferred focus areas include housing stability, music and arts programming, cancer-related health services, services for elderly and special-needs populations, and early childhood education access. Applications are evaluated by the FCCF Advisory Committee using a structured rubric with weighted criteria. Key evaluation areas include mission alignment, project clarity, stakeholder engagement, financial planning, measurable outcomes, and diversity, equity, and inclusion. A total of 50 points is available in the evaluation rubric. Applicants may be invited for interviews or site visits, and award recipients are expected to participate in FCCF’s Annual Grant Presentation Program held in the fall, where grant checks are formally distributed. FCCF does not fund advertising, capital campaigns, direct lobbying, retroactive projects, religious programming, or staffing without a sustainability plan. National or statewide umbrella organizations must demonstrate a clear local presence to be eligible. Questions related to the application process can be directed to TFEC's Philanthropy or Community Investment teams via email or phone, with contact persons including Teresa Gonzalez. Applicants are also welcome to request a draft review of their application up to two weeks before the submission deadline.
