Grant Description

The Arizona Department of Health Services (ADHS) has issued a Request for Grant Applications (RFGA2025-021) for the Naloxone Training and Education initiative. The purpose of this funding opportunity is to reduce opioid-related fatalities by training community members, first responders, and healthcare professionals to recognize opioid overdoses and administer naloxone effectively. This initiative is a response to the opioid crisis and is part of ADHS's broader strategy to promote public health and improve outcomes for individuals and communities affected by opioid use disorder. This funding opportunity provides approximately $170,000 in federal funds to support up to two grantees over a two-year period, beginning upon award and extending through August 2027. Grantees are required to use the funds solely for program-related activities. All training materials developed under this grant will become the property of ADHS. Budgets and workplans will be reviewed annually, and funding may be decreased based on changes in CDC funding allocations, updates to CDC OD2A (Overdose Data to Action) strategies, or failure to meet program goals. Eligible applicants include non-profit organizations (recognized as 501(c)(3) entities by the IRS), tribal governments or tribal agencies, other public agencies such as local government units, academic institutions, and other non-government service programs. All applicants must demonstrate their ability to complete the grant activities satisfactorily and ensure that all funds are used strictly for program purposes. The application period opens on July 18, 2025, and closes on August 29, 2025. A pre-application conference will be held on August 8, 2025, at 1:00 PM local Arizona time. This session will be conducted virtually via Google Meet and provides applicants an opportunity to ask questions and seek clarifications regarding the application process and program expectations. Applications must be submitted to Roy Vasel, CPPO, Procurement Specialist, Sr. at the Arizona Department of Health Services. His contact information is roy.vasel@azdhs.gov, phone number 480.601.8224, and mailing address: 150 N 18th Ave, Ste. 530, Phoenix, AZ 85007. The department reserves the right to make partial awards based on needs and the geographic distribution of services. Evaluation of applications will consider the applicantsโ€™ ability to meet the stated goals and objectives. Selected awardees will be expected to contribute to increased community awareness, improved overdose response readiness, and expanded distribution of naloxone. The grant is not offered on a rolling basis and there is currently no explicit indication that it recurs, though funding adjustments may occur annually within the grant term.
