ATL-26006 Mobile Medication Unit (MMU)

The New York State Office of Addiction Services and Supports (NYS OASAS) is seeking applications from eligible organizations to assume operations of an existing state-owned Mobile Medication Unit (MMU). This opportunity, under RFA ATL-26006, is part of a broader state effort to expand access to Medication for Opioid Use Disorder (MOUD) across underserved and high-need communities throughout New York. The MMU initiative is supported by the DEA’s Final Rule on MMUs and aligns with NYS OASAS’ mission to provide equitable, compassionate, and evidence-based addiction treatment services. As a significant agency overseeing one of the largest substance use disorder systems in the United States, NYS OASAS manages approximately 1,700 programs annually and supports services ranging from prevention to recovery. The selected applicant will directly contribute to statewide efforts to reduce opioid-related harms and improve treatment access. Through this RFA, NYS OASAS will award up to $250,000 in start-up funding and up to $250,000 in operational funding to a single not-for-profit or local governmental unit currently operating an NYS OASAS-certified Opioid Treatment Program (OTP) or Comprehensive Outpatient Program (COP). These funds are designed to cover a two-year period. Start-up funding is intended for preparatory needs such as outfitting, maintenance, infrastructure adjustments (e.g., garage modifications, fencing), and compliance upgrades necessary to bring the MMU to operational status. Operational funding will support MMU deployment costs including staffing, service delivery, maintenance, and security. Funding disbursements will be made via quarterly advances, with operational funds released after the MMU becomes functional. All funds are subject to New York State appropriations and must comply with NYS OASAS fiscal policies. Applicants must demonstrate the capacity to receive, store, and operate the MMU under all applicable regulatory frameworks including those set by NYS OASAS, the DEA, and the Substance Abuse and Mental Health Services Administration (SAMHSA). The selected provider must commit to operating the MMU for a minimum of two years. While operational funding is guaranteed for one year, the second year must be self-sustained. The MMU must be used solely within New York State and must adhere to federal and state medication dispensing regulations. Services provided will include methadone and buprenorphine administration, medication observation, admissions assessments, physical examinations, and toxicology testing. Optional services such as counseling and peer support may be delivered on-site or through a hybrid model, and providers must explain how they will ensure access if not directly delivered by the MMU. Eligible applicants include not-for-profit organizations or local governmental units that are currently operating NYS OASAS-certified OTPs or COPs and are in good standing. Proprietary entities are ineligible, and providers located in New York City may not apply due to vehicle size restrictions. Preference will be given to applicants proposing to operate in specific counties identified as high-need areas: Nassau, Suffolk, Columbia, Greene, Saratoga, Warren, Washington, Hamilton, and Schoharie. As part of the submission, applicants must notify the Local Governmental Unit (LGU) in their proposed service areas and provide documented proof of this notification. The application process includes both a fiscal and a technical submission. Required documents include a program budget, multiple signed certifications, proof of no conflict of interest, and a diversity practices questionnaire.
