UWLC Emergency Food and Shelter Program

The Emergency Food and Shelter Program (EFSP) is a federally funded initiative administered by the Federal Emergency Management Agency (FEMA). Its primary goal is to supplement and expand local social service organizations' efforts to provide emergency food, shelter, and supportive services to individuals and families experiencing economic hardship. This program is designed to assist those at risk of becoming hungry or homeless due to financial emergencies. The funding supports community-based programs that deliver essential services to vulnerable populations. The program is not directly managed by United Way of Lee County; rather, the organization assists in the allocation of funds in collaboration with other local nonprofit representatives. The grant distribution is overseen by a local board comprised of Lee County residents, ensuring that funds are allocated to programs most in need. The final disbursement of funds is handled by FEMA, maintaining oversight and compliance with the national standards for EFSP funding. Organizations eligible for funding must be either nonprofit entities or government agencies dedicated to providing emergency food, shelter, or utility services within Lee County. Recipients must adhere to specific conditions, including maintaining an accounting system, conducting an annual audit for funding requests exceeding $100,000, practicing non-discrimination, not charging fees for services, and involving homeless or formerly homeless individuals in the service delivery process whenever practical. Additionally, private voluntary organizations must have governing boards composed of volunteers. Lee County has been allocated $14,455 under Phase 42 of the EFSP to support emergency food and shelter programs. The funding is intended to help qualifying organizations continue their work in providing essential services to those in crisis.
