The New York State Office of Mental Health (OMH) has released a Request for Proposals to establish and operate a 51-unit Community Residence Single Room Occupancy (CR-SRO) program for adults recovering from serious mental illness in Richmond County. OMH, a state agency dedicated to improving community-based behavioral-health systems, intends this initiative to expand transitional housing options that reduce inpatient utilization and long lengths of psychiatric hospitalization. The project will be located on surplus property within the South Beach Psychiatric Center campus, to be conveyed to the selected provider upon award approval. The program’s purpose is to develop supportive congregate housing with 24-hour on-site services for individuals with serious mental illness, including those with co-occurring substance-use disorders. The CR-SRO model provides private studio-style rooms or apartments with access to meals, rehabilitative programming, and linkages to community-based services. The awardee will implement person-centered, recovery-oriented care consistent with OMH Part 595 regulations and evidence-based practices that promote wellness, employment, education, and social integration. At least half of resident referrals must originate from state psychiatric centers or state prisons, with priority for South Beach Psychiatric Center referrals and those under Assisted Outpatient Treatment orders. OMH will make both capital and operating funds available. Operating funding follows the Community Residence SRO per-bed fiscal model—currently $34,011 per bed annually for New York City, including $7,173 from SSI revenue and $26,838 in state aid—with adjustments at the time of program opening. Providers may also participate in Rehabilitation and Tenancy Support Services for enhanced funding and are eligible for one-time Program Development Grant support, estimated at $9,929 per bed. Capital funding will cover acquisition, construction, and related development costs subject to approval by the Division of the Budget; debt service will be incorporated into OMH operating support. Eligible applicants are New York State not-for-profit 501(c)(3) organizations experienced in delivering mental-health housing and support services. Agencies must register and prequalify in the Statewide Financial System (SFS) prior to submitting a proposal. All submissions must be completed online through SFS; mailed or emailed applications will not be accepted. Required uploads include the Proposal Template (combined PDF), Budget Template (Excel), Provider Contact Form, Sexual Harassment Prevention and Gender-Based Violence certifications, and proof of Local Government Unit notification. A workplan is not required at this stage. The competitive review will allocate 100 points across seven criteria: Notification (1), Population (21), Program Plan and Staffing (28), Implementation and Timeline (10), Agency Experience and Performance (10), Diversity and Equity (10), and Financial Assessment (20). Proposals scoring below 70 points will not advance. OMH intends to make one award for this project, with a five-year contract term and possible extension aligned to the New York City fiscal year. Notification of conditional award is anticipated January 15 2026, pending approvals from the Attorney General and State Comptroller.
