ROSES 2024: A.14 Integrated Water Field Campaign
This program provides funding for research projects that investigate integrated water processes through field campaigns, benefiting a wide range of organizations involved in Earth science.
The ROSES 2024: A.14 Integrated Water Field Campaign program, offered by NASA's Science Mission Directorate, is part of the Research Opportunities in Space and Earth Sciences 2024 announcement. This program supports research focusing on integrated water processes, including field campaigns that contribute to Earth science and the broader understanding of water-related phenomena. Awards are expected to take the form of grants or cooperative agreements, with no specified award ceiling or floor, and projects typically have a performance period of three years, though this may vary based on the work proposed. Proposals are due by February 12, 2025, and mandatory notices of intent were required by November 26, 2024. Applications must be submitted through NSPIRES, NASA's electronic proposal submission system. The program allows participation from U.S. institutions and, under certain conditions, from international organizations operating on a no-exchange-of-funds basis. Specific guidelines for international participants are detailed in NASA's Grant and Cooperative Agreement Manual, which replaces the previously used Proposer's Guide. The program aims to advance scientific knowledge of water-related processes and their integration across satellite observations, ground-based measurements, and modeling efforts. Research proposals must align with NASA's Earth Science Division objectives and demonstrate clear benefits to NASA's mission. The opportunity is open to a wide range of organizations, including government, private, for-profit, and not-for-profit entities. Applications must include a project narrative, budget justification, and other supporting documents as outlined in the program’s application package. All forms and instructions are available on the NSPIRES platform. Proposals are evaluated on scientific merit, technical feasibility, the qualifications of the research team, and the appropriateness of the proposed budget relative to the project’s scope. Applicants should ensure all necessary documentation is completed and submitted by the deadline. NASA encourages proposers to familiarize themselves with the FAQ section on its science website and subscribe to relevant mailing lists for updates on the program. Questions related to the program should be directed to Nadya Vinogradova Shiffer at NASA Headquarters via email at nadya@nasa.gov or by phone at 202-358-0976. General inquiries about ROSES policies can be addressed to Max Bernstein at sara@nasa.gov.

Additional Requirements
Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to U.S. institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the NASA Proposers Guide (https://www.nasa.gov/general/grants-policy-and-compliance-team/ - section-2) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the Proposers Guide for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.
