Grant Description

The Technology-enabled Collaborative Learning Program is a discretionary grant initiative administered by the Health Resources and Services Administration (HRSA), a sub-agency of the U.S. Department of Health and Human Services. HRSA focuses on improving health care access for people who are geographically isolated, economically or medically vulnerable. Through this program, HRSA aims to enhance health care quality and workforce retention in rural and underserved communities by leveraging technology-enabled learning models. This program provides cooperative agreements to support the use of collaborative learning technologies that facilitate training, knowledge sharing, and mentorship among health care providers. It is designed to improve access to care and professional development by fostering peer-to-peer education and telehealth-informed learning environments. These models are intended to create networks that link expert interdisciplinary teams with community-based providers in remote areas, ensuring continuous learning and support. Eligible applicants for the program include a broad spectrum of organizations, such as nonprofits with or without 501(c)(3) status, state and local governments, tribal entities, independent school districts, and various types of educational and for-profit institutions. However, a critical requirement is that these organizations must provide or support health care services in rural areas, frontier regions, health professional shortage areas (HPSAs), medically underserved areas (MUAs), or to underserved populations, including Native American communities. The program does not require cost sharing or matching contributions from applicants. HRSA anticipates making up to nine awards, with each award potentially reaching up to $475,000. The total estimated funding available is $4,275,000. Applications must be submitted electronically by May 18, 2026, at 11:59 p.m. Eastern Time. Awards are expected to be announced by August 3, 2026, with project activities slated to begin on September 1, 2026. This funding opportunity is currently in the forecast stage, with an estimated posting date of April 3, 2026. It is a recurring program with an annual cycle. No pre-application requirements such as Letters of Intent or concept papers are indicated at this time. Interested applicants are advised to monitor HRSA’s website and Grants.gov for the official Notice of Funding Opportunity (NOFO) when released. For questions or further information, applicants may contact Melody Williams at 301-287-2616 or via email at [email protected]. The program is administered under Assistance Listing Number 93.482, which corresponds to Telehealth Training and Workforce Development.
