OVW Fiscal Year 2025 Training and Services to End Abuse in Later Life Program
This grant provides funding to organizations and government entities to develop training and services that prevent and address various forms of abuse against individuals aged 50 and older.
The U.S. Department of Justice’s Office on Violence Against Women (OVW), founded in 1995, is accepting applications for the FY 2025 Training and Services to End Abuse in Later Life Program. OVW is tasked with administering grant programs authorized by the Violence Against Women Act (VAWA) and offers leadership on domestic violence, dating violence, sexual assault, and stalking. This program aims to foster a coordinated community response and uphold accountability for offenders while delivering critical services to victims. The Abuse in Later Life Program supports comprehensive community approaches to prevent and address abuse against individuals aged 50 or older. Eligible applicants include states, units of local government, tribal governments or organizations, population-specific organizations, victim service providers, and state, tribal, or territorial domestic violence or sexual assault coalitions. The purpose is to address various forms of elder abuse, including physical, sexual, economic, and psychological abuse, neglect, and abandonment. The funding scope includes $13 million in total with anticipated awards ranging between $450,000 and $750,000, distributed over a 36-month period for continuation grantees and 48 months for new grantees. Each application must address four mandatory purpose areas: training programs, enhanced services for victims, establishing community responses, and conducting cross-training. Applicants may also request waivers for one or more of the mandatory areas if these were adequately covered in a previous award. OVW gives special consideration to proposals aiding culturally specific and underserved populations and prioritizes projects addressing human trafficking and those in rural or tribal areas. Applicants are required to form a multidisciplinary partnership, including a law enforcement agency, prosecutor’s office, victim service provider, and a nonprofit or government entity experienced in assisting older individuals. Detailed Memorandums of Understanding (MOUs) and Letters of Commitment (LOCs) confirming these partnerships and training commitments must be included. The grant includes extensive mandatory and optional training requirements for various stakeholders, including law enforcement, prosecutors, and judges, as well as the development and implementation of outreach and service strategies. The application process requires submission of the SF-424 in Grants.gov by July 8, 2025, and the full application in JustGrants by July 10, 2025. OVW expects to notify applicants of funding decisions by October 1, 2025. While a letter of intent is optional, it is encouraged by June 17, 2025. Additional documentation requirements include a proposal narrative, budget documentation, certifications, and evidence of nonprofit status if applicable. Awards will be issued as cooperative agreements with OVW maintaining substantial involvement in implementation.
