Grant Description

The Global Infectious Disease Research Administration Development Award for Low-and Middle-Income Country Institutions is a funding opportunity reissued by the National Institute of Allergy and Infectious Diseases (NIAID), a component of the National Institutes of Health (NIH), under the U.S. Department of Health and Human Services. This grant, designated as G11 and listed under Notice of Funding Opportunity (NOFO) number PAR-23-300, is part of NIH’s broader initiative to enhance research capacity in low- and middle-income countries (LMICs). The program aims to provide advanced training in NIH grant administration to senior administrators from LMIC institutions already engaged in research funded by NIAID. The central objective of this funding opportunity is to improve the capacity of LMIC institutions in managing NIAID grants and ensuring compliance with NIH and federal funding regulations. This initiative focuses on empowering institutional leaders by offering them access to hands-on training at well-established U.S. institutions and virtual workshops tailored to enhance their grant management skills. The scope includes developing long-term institutional changes such as standard operating procedures, local training programs, and strategic support systems to maintain competitiveness and efficacy in grants administration beyond the duration of the grant. Funding under this NOFO is limited to $100,000 per year in direct costs, with an additional 8% for foreign grantee facilities and administrative costs, and projects can span up to two years. It is a non-clinical trial award and only supports new applications, renewals (limited to two), and resubmissions. The program is structured to ensure accountability and sustainability, requiring recipient institutions to produce a strategy report after one year and a final impact report at the end of the grant. Eligibility is confined to non-U.S. institutions located in LMICs as defined by the World Bank, specifically those that have received NIAID funding within the past five years not exceeding $8 million. U.S. partner institutions must have a minimum of $5 million annually in NIH grant support over the last decade. Each application must be accompanied by several required documents including specific training and management plans, letters of recommendation, and institutional commitment letters from both the LMIC and the U.S. partner institution. Applications must be submitted through NIH-approved platforms such as ASSIST or Grants.gov Workspace, and must adhere strictly to the application guide’s formatting and content requirements. Deadlines for application submissions are March 13 annually, with corresponding review cycles and earliest award start dates in December of the same year. Although this NOFO expired early on May 22, 2025, late submissions may be considered under specific NIH late policies. For further inquiries, applicants can contact Dr. Karobi Moitra for scientific matters, Dr. Ann-Marie Brighenti for peer review processes, and Lanni Hall for financial and grants management. Additional support is available via the eRA Service Desk and Grants.gov Help Center. All awardees are expected to comply with NIH policies including those regarding data sharing, non-discrimination, and performance transparency under federal laws.
