OJJDP FY25 Juvenile Drug Treatment Court Program

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) has announced the *FY25 Juvenile Drug Treatment Court Program* (Funding Opportunity Number: O-OJJDP-2025-172280). This program aims to enhance existing juvenile drug treatment courts (JDTC) and support jurisdictions in implementing new ones. The program seeks to improve outcomes for youth with substance use disorders, co-occurring mental health disorders, or histories of trauma, emphasizing access to evidence-based treatment services and accountability measures. The funding opportunity is divided into two categories. Category 1 supports planning and implementation of new juvenile drug treatment courts, with up to two awards anticipated, each capped at $1,000,000 over 36 months. Category 2 focuses on enhancing existing juvenile drug treatment courts, with up to three awards anticipated, each capped at $650,000 over 36 months. The total funding available is $4,000,000, and the anticipated start date for awards is October 1, 2025. Eligible applicants include state, county, city, and township governments, federally recognized Native American Tribal governments, and other Tribal governments. Applications must include cost-sharing or match requirements, covering at least 25% of the total project costs. Contributions can be made through cash or in-kind services and must be documented appropriately. Applications must be submitted in two steps. First, the SF-424 form must be submitted through Grants.gov by February 5, 2025, at 11:59 PM Eastern Time. Second, the full application must be submitted through JustGrants by February 19, 2025, at 8:59 PM Eastern Time. Applicants must register in SAM.gov and ensure their profiles are active to complete the submission process. Successful proposals must demonstrate clear alignment with program objectives, including strategies for family engagement, youth participation, equal access to treatment services, and innovative workforce development approaches. Projects must also include a robust monitoring and evaluation plan to measure program performance and outcomes. Evaluation criteria will include the clarity of the statement of need, alignment of project goals and objectives with program priorities, strength of implementation plans, organizational capacity, and budget feasibility. Final awards will consider geographic diversity, strategic alignment with DOJ priorities, and the applicant’s past performance on federal awards. Award recipients will be required to submit quarterly financial reports, semi-annual performance reports, and final project reports. They must also comply with civil rights laws, financial management requirements, and DOJ guidelines regarding allowable costs and reporting standards.
