EDA Childcare Facilities Grant Program

The grant can be used to support a range of capital investments such as facility modifications, infrastructure improvements, or training expenses that support licensure or expansion. Purchases may include playground equipment, cribs, books, or similar items that align with childcare facility standards. The grant is structured as a matching reimbursement program. Applicants may receive up to $30,000 in reimbursement funding, covering one-half of their total eligible expenditures. To qualify for reimbursement, applicants must demonstrate that their spending meets licensure standards and contributes to quality improvement, sustainability, or additional childcare slots. Additionally, any proposed facility improvements must comply with the development standards established by the National Trust for Historic Preservation when applicable. Applications will be accepted between September 15 and October 24, 2025. All applications must be submitted to the Bedford County Office of Economic Development. Following submission, a group of community stakeholders will evaluate the proposals and provide recommendations to the Bedford County EDA. Final award decisions will be made at the EDAโs December 2025 meeting. Awardees must complete their projects and submit a Summary of Outcomes report by May 1, 2026. This report must include documentation such as the awarded childcare license, itemized receipts, and proof of payments, which serve to validate compliance with match and spending rules. EDA staff may also conduct site visits to review completed work. The Bedford County EDA is the sole funder of this grant program, with administrative oversight provided by the Bedford County Office of Economic Development. The program aims not only to improve physical childcare infrastructure but also to promote long-term sustainability and capacity building within the countyโs childcare system.
