The U.S. Department of State's Bureau of Cyberspace and Digital Policy (CDP) is soliciting proposals for the Technology Gateway (TECHGATE) Program, a new global initiative designed to facilitate the transfer and adoption of trusted American digital and cyber technologies in eligible foreign countries. The overarching purpose of the program is to support U.S. foreign policy and national security objectives by empowering foreign partners to independently procure, deploy, and sustain secure digital infrastructure solutions. This effort aligns with the Department’s broader goals under the Digital Connectivity and Cybersecurity Partnership (DCCP) and is expected to stimulate long-term economic and strategic benefits by reducing the reliance on untrusted, often state-subsidized, foreign technology providers. These tools span multiple domains, including cybersecurity, cloud infrastructure, virtual platforms, telecommunications hardware, and AI-enablement. While the Implementer may be a private company or nonprofit, it must have deep technical expertise, strong supply chain relationships, and the capacity to operate on a global scale. The grant recipient will not independently select foreign government recipients; instead, support requests will be generated by the U.S. Department of State and its Embassies. Eligible foreign recipients include civilian government agencies, critical infrastructure operators, and, in limited cases, military institutions pending CDP approval. The program focuses on capacity-building and knowledge transfer, requiring the Implementer to train foreign partners in procurement, deployment, and operation of trusted technologies. The Implementer must also develop a Technology Acquisition Process and a Technology Evaluation and Delivery Methodology within the first six months of the project to support timely and transparent implementation. Spending under this grant must be directed toward approved categories of assistance including fundamental hardware, software, cybersecurity tools, telecommunications components, and AI systems. Implementers must provide security-vetted technologies, preferably with at least five years of ongoing support, and ensure compliance with standards such as NIST or FedRAMP when required. Proposals must also include strategies for ensuring the sustainability of deployed solutions, with particular focus on long-term partner ownership, financial planning, and integration into local governance and budget cycles. The TECHGATE Program includes rigorous reporting and monitoring requirements. The recipient must submit quarterly performance reports, track defined CDP output and outcome indicators, and collect satisfaction data from training participants. The recipient may also contribute to CDP’s Success Story repository by documenting effective outcomes and lessons learned.
