Organizations are required to obtain a Unique Entity Identifier through SAM.gov, though individuals are exempt from this requirement. For-profit entities are not eligible to apply as primary recipients but may participate as subcontractors under defined roles. The application process requires submission of standard federal forms such as SF-424, SF-424A, and SF-424B, along with a detailed proposal narrative. The proposal must include sections such as a summary, organizational background, problem statement, program design, timeline, key personnel, partnerships, sustainability plan, monitoring and evaluation strategy, and communication plan. A detailed budget and justification narrative must also be provided, outlining costs across categories such as personnel, travel, supplies, and indirect costs.
