Grant Description

The FY25 Bureau of Land Management Threatened and Endangered Species Bureau-wide grant, announced under funding opportunity number L25AS00307, is administered by the Bureau of Land Management (BLM). This opportunity aims to support projects that promote the conservation and recovery of federally listed endangered and threatened species, as well as species designated as Bureau sensitive. The BLMโ€™s Threatened and Endangered Species (T&E) Program aligns with the Department of the Interior's strategic priorities by promoting on-the-ground conservation efforts that help avoid future listings under the Endangered Species Act (ESA), facilitate species delisting, and support land management decisions through improved biological data. The grant is issued under the legal authorities of the Endangered Species Act of 1973 and the Federal Land Policy and Management Act of 1976. The programโ€™s total funding is estimated at $4,500,000, with an anticipated 30 awards, ranging from a minimum of $25,000 to a maximum of $1,000,000 per award. Projects will be funded through cooperative agreements, with the expectation of significant BLM involvement during implementation. Funding will support projects contributing to proactive conservation, habitat connectivity, targeted species inventory and monitoring, implementation of best management practices, and improvements in data collection that support more efficient permitting processes. Applicable policies include various BLM Manuals covering wildlife, partnerships, and special status species management. Eligible applicants include state, county, and municipal governments; public and private institutions of higher education; federally recognized and other tribal organizations; and nonprofit entities with or without 501(c)(3) status. For-profit organizations and individuals are not eligible. Additionally, the grant does not cover intern- or crew-hiring activities under the Public Lands Corps Act. CESU partners may apply if consistent with a CESU Master Agreement, but their indirect cost rate is capped at 17.5%. Applications open on June 23, 2025, and close at 5:00 PM ET on July 23, 2025. Applications must be submitted electronically via Grants.gov. Required registrations include SAM.gov and Grants.gov, and applicants must have a valid Unique Entity Identifier (UEI). The application package must include completed SF-424, SF-424A, project abstract, narrative, budget narrative, and various other forms and attachments depending on project type. Proposals must also name the state where the work will occur and align with that state's T&E program priorities. Applications undergo a merit-based review based on criteria such as the statement of need, technical approach, public benefit, qualifications, and leveraging of resources. Successful applicants will be notified electronically via GrantSolutions or email. The anticipated project start date is September 1, 2025, and projects may last up to five years, ending no later than August 30, 2030.
