FY25 Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology
This funding opportunity supports innovative research and technology development to enhance the operational capabilities of the Navy and Marine Corps, inviting proposals from academia, industry, and the research community worldwide.
The Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology, issued under funding opportunity number N0001425SB001, is a strategic funding initiative by the Office of Naval Research (ONR), including ONR Global (ONRG) and the Marine Corps Warfighting Lab (MCWL). This announcement, as outlined by the Department of Defense (DoD), aims to support meritorious research and technological innovations that can enhance the operational capabilities and future readiness of the Navy and Marine Corps. The BAA serves as a framework for receiving proposals across a wide array of science and engineering disciplines and uses a merit-based, competitive process compliant with FAR 6.102(d)(2), 35.016, and DoDGARS 32 CFR 22.315(a). This BAA does not function as a traditional Request for Proposals (RFP). Instead, it outlines general research areas of interest and invites white papers and full proposals aligned with its stated objectives. The opportunity remains open through September 30, 2026, unless replaced earlier by a successor BAA. This flexibility allows applicants to submit proposals on a rolling basis throughout the announcement period. The BAA also includes provisions for classified submissions, though most submissions are expected to remain unclassified. Applications can be made via the ONR Submission Portal, with separate instructions for white papers and full proposals. The scope of the BAA encompasses research activities categorized under basic research, applied research, and advanced technology development. It may also include advanced component development and prototyping under specific conditions. The ONR, NavalX, ONRG, and MCWL each contribute unique perspectives and goals to the program. NavalX facilitates rapid product development through regional Tech Bridges, connecting small businesses and startups with Navy resources. ONRG operates internationally, leveraging Science Directors to maintain partnerships with researchers worldwide. MCWL applies concept-based experimentation to test new capabilities in operational environments, closely collaborating with ONR’s S&T initiatives. Proposals may be funded through various instruments, including contracts, grants, cooperative agreements, and other transaction agreements (OTAs). Award types and performance periods vary by technology area and proposed technical approach. While cost-sharing is not mandatory, voluntary cost-sharing may be considered. Instruments such as OTAs for Research and OTAs for Prototypes are used in compliance with 10 U.S.C. §§ 4021 and 4022, with guidance provided through DoD-issued documents. All awards are subject to U.S. export control regulations, and research involving animals or human subjects must comply with relevant ethical standards and regulatory requirements. Eligibility is open to all responsible global sources from academia, industry, and the research community. Although Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to apply, there are no specific set-asides. Federally Funded Research and Development Centers (FFRDCs) and certain government labs are not eligible to receive direct awards but may participate through teaming arrangements. University-Affiliated Research Centers (UARCs) may apply unless restricted by their DoD contract. The BAA emphasizes collaboration and data sharing across awarded teams and integrators. Proposals are evaluated based on technical merit, alignment with Navy/Marine Corps mission needs, and funding availability. Specific attention is given to the qualifications of key personnel, scientific innovation, and relevance to future naval operations. Additionally, due diligence regarding foreign affiliations and talent recruitment programs is required per NDAA regulations. Questions must be directed to appropriate Technical Points of Contact (TPOCs) listed by research area or agency unit. The designated Grants Officer for this BAA is Veronica Lacey, reachable at [email protected], phone: 703-696-2593. Final awards are issued only upon signature by an authorized ONR contracting or grants officer.

Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals and join others in submitting proposals; however, no portion of this BAA will be set aside for HBCUs/MIs, small businesses or other socio-economic participation. All businesses, both small and large, are encouraged to submit proposals and compete for funding consideration.Federally Funded Research Development Centers (FFRDCs), including Department of Energy National Laboratories, are not eligible to receive awards under this BAA. However, teaming arrangements between FFRDCs and eligible principal Offerors are allowed so long as such arrangements are permitted under the sponsoring agreement between the Government and the specific FFRDC.Navy laboratories, military universities and warfare centers as well as other Department of Defense and civilian agency laboratories are also not eligible to receive awards under this BAA and should not directly submit either white papers or full proposals in response to this BAA. If any such organization is interested in one or more of the programs described herein, the organization should contact an appropriate ONR Technical POC to discuss its area of interest.University Affiliated Research Centers (UARCs) are eligible to submit proposals under this BAA unless precluded from doing so by their Department of Defense UARC contract.Teams are also encouraged and may submit proposals in any areas; however, Offerors must be willing to cooperate and exchange software, data and other information in an integrated program with other contractors, as well as with system integrators, selected by ONR.Disclosures of current and pending support made in this application may render an applicant ineligible for funding.
