Eligibility for funding is restricted to 501(c)(3) nonprofit organizations with services targeted specifically at young children and their families. While applications are considered across New Jersey and Vermont, the Turrell Fund concentrates most of its support in the New Jersey counties of Essex, Hudson, Passaic, and Union. Organizations must demonstrate a record of success backed by rigorous evaluation and data to be competitive for funding, particularly when serving the birth-to-five demographic. Once funded, organizations are required to submit a final report within one year, limited to two pages, detailing how the grant funds were utilized. The fund does not issue letters of support for third parties on behalf of grantees.
