Grant Description

Adult Redeploy Illinois (ARI), administered by the Illinois Criminal Justice Information Authority (ICJIA), is a state grant program aimed at reducing incarceration by supporting counties and judicial circuits in Illinois to implement community-based diversion strategies. The initiative, authorized under the Illinois Crime Reduction Act of 2009, encourages local jurisdictions to safely reduce prison populations by offering rehabilitative alternatives to incarceration for individuals with probation-eligible offenses. Through ARI, ICJIA provides implementation funding and technical assistance to local governments to develop or expand evidence-based programs that offer treatment and supervision in lieu of prison. These grants promote public safety while reducing state costs associated with incarceration. The ARI program employs a model of performance incentive funding, whereby jurisdictions commit to reducing prison admissions from a defined target population by 25 percent and may face financial penalties for non-compliance. The overarching mission of ARI is guided by equity, justice reinvestment, and rehabilitation principles. ARI-funded programs are designed to support individuals through a continuum of sanctions and treatment services that address criminogenic needs, social determinants of crime, and barriers to successful community reintegration. Existing ARI sites in Illinois include over 45 counties operating more than 60 diversion programs ranging from problem-solving courts (e.g., drug, mental health, veterans) to intensive supervision probation with services. The State Fiscal Year 2027 (SFY27) ARI Implementation Grant opportunity provides $11,000,000 in state general revenue funds to support 12-month implementation projects running from July 1, 2026, through June 30, 2027. Individual grant awards may range from $50,000 to $1,000,000. Eligible applicants include county units of government or judicial circuits within Illinois. While private agencies or nonprofit organizations are not eligible to apply directly, subawards or contracts to such entities may be included within a county’s program design. All applicants must be registered and in good standing through the Grant Accountability and Transparency Act (GATA) Grantee Portal and must have an approved Internal Control Questionnaire (ICQ) for SFY27. Applicants are required to submit their materials through the AmpliFund platform. The application must include a signed uniform application form, an implementation schedule, logic model, detailed budget, goals and metrics template, and letters of support from key local stakeholders including the chief judge, state’s attorney, public defender, and probation or court services director. The submission deadline is 5:00 p.m. Central Time on April 14, 2026. Technical assistance materials, including a recorded session, are available beginning March 13, 2026. All questions about the NOFO must be submitted in writing to the designated email address no later than April 9, 2026. Grants will be competitively awarded through a merit-based review process that assesses proposals based on program alignment with ARI goals, strength of local planning, use of evidence-informed practices, equity considerations, and proposed performance metrics. Following ICJIA staff scoring and oversight board review, final awards will be approved in May 2026. Selected applicants will then enter the grant agreement phase, which includes budget negotiation and compliance verification. Programmatic requirements include the use of validated risk/needs assessments, participation in performance measurement reporting, integration of equity-focused training and data tracking, and adherence to the goal of diverting at least 25% of the targeted probation-eligible population from prison. Grant funds may be used for staffing, treatment services, participant assistance (e.g., transportation, housing), data management, training, and community engagement activities, among other allowable costs. Certain expenditures such as land acquisition, new construction, and lobbying are prohibited. This opportunity represents the first year of a potential three-year funding cycle. Continued funding is contingent on satisfactory performance, compliance, and availability of future appropriations. ICJIA may provide technical assistance and impose corrective actions for grantees that fail to meet performance targets. Reporting includes quarterly performance data, fiscal reports, and a final report at the end of the grant period. This NOFO supports ARI’s mission to expand local solutions to incarceration and foster more equitable and cost-effective justice outcomes in Illinois.
