State Electronic Data Collection Grant
This funding opportunity provides financial support to county and municipal law enforcement agencies in Illinois to purchase laptops for transitioning from paper to electronic crash report submissions.
The Illinois Department of Transportation (IDOT) is offering a competitive capital grant through its State Electronic Data Collection (SEDC) program. Funded via the Bipartisan Infrastructure Law (BIL), the initiative aims to modernize and standardize state crash data systems by promoting full electronic crash report submissions. Currently, IDOT receives 96% of crash reports electronically, with the remaining 4% submitted in paper format. This grant intends to reduce paper-based submissions by equipping law enforcement agencies that submit 50 or more paper crash reports with crash- and weather-resistant laptops. By transitioning these agencies to digital submissions, IDOT expects to receive an additional 10,500 electronic crash reports. The SEDC grant program is federally funded under the Infrastructure Investment and Jobs Act (IIJA), section 24108(d), and administered at the state level by IDOT. It provides direct funding to county or municipal law enforcement agencies not yet submitting crash reports electronically. The grant only covers the purchase of new laptops; installation and programming expenses are the responsibility of the agency. Agencies must select a vendor from IDOTβs approved XML vendor list for the necessary crash reporting application. Equipment must be installed and functional within one year of purchase, and agencies are required to submit invoices to IDOT for reimbursement. To ensure effective implementation and accountability, IDOT will assign Law Enforcement Liaisons to oversee compliance. Grantees must develop an implementation plan within 60 days of the award and participate in monthly progress check-ins via calls or reports with the Bureau of Data Collection. Quarterly performance and financial reporting is required through the BoBS 2832 form. Applications open on November 3, 2025, and close at 5:00 PM on December 15, 2025. All submissions must follow the Illinois Grant Accountability and Transparency Act (GATA) protocols. This includes registration in the GATA portal, completion of conflict of interest disclosures, risk assessments, and submission of a detailed scope of services, a uniform grant application, and a budget. Applicants must also maintain an active UEI registration on SAM.gov. IDOT will conduct a two-step review process. Applications are first evaluated by Bureau of Data Collection staff and subsequently scored by program personnel, with final scores based on an average of both reviews. Although no matching funds are required and indirect costs are not permitted, the total program funding is set at $2,547,500, with anticipated individual award amounts ranging from $4,500 to $157,500 across approximately 56 awards.
