Grant Description

The Alumni Engagement Innovation Fund (AEIF) 2026 – Mexico is an initiative of the U.S. Department of State’s Bureau of Western Hemisphere Affairs, implemented through the U.S. Embassy and Consulates in Mexico. This annual funding opportunity supports alumni of U.S. government-funded and U.S. government-sponsored exchange programs in designing and implementing projects that address critical challenges in their communities. Since 2011, AEIF has enabled more than 1,100 alumni-led projects globally, fostering leadership and collaboration among alumni. For 2026, projects must celebrate and promote the 250th anniversary of the founding of the United States (Freedom250), while supporting policy priorities such as democratic values, prosperity, security, and innovation. The fund specifically encourages proposals from teams composed of at least two alumni. Eligible projects must align with one or more of five thematic priorities: (1) Celebrate American Excellence—covering areas like arts, English education, civic engagement, and STEAM; (2) Promote Regional Safety and Security—including topics such as youth violence prevention and rule of law; (3) Shared Prosperity and Economic Growth—covering entrepreneurship, regional economic development, and digital skills; (4) American Ingenuity and Innovation—such as emerging technologies, AI, and university-industry partnerships; and (5) Global Partnerships and Collaboration—including binational and cross-border initiatives. Proposals must clearly explain how the project promotes the Freedom250 mission and U.S. foreign policy objectives. Funding awards range from $5,000 to $35,000 per project, subject to availability. The funding instrument may take the form of a grant, fixed amount award (FAA), or cooperative agreement. Proposed activities must be completed within 12 months, and all activities must occur outside of the United States and its territories. Applications must demonstrate the feasibility of the project, team capacity, cost effectiveness, and a robust monitoring and evaluation plan. Administrative costs must be under 30% of the total budget, and travel expenses (including lodging and per diem) must not exceed 15% of the total. Alcohol, entertainment, durable goods, construction, and political or religious activities are strictly prohibited. The application process includes three stages. Stage 1 requires submission of a 250-word concept note to [email protected] by April 30, 2026, 11:59 PM (Mexico City Time). The note should detail the project concept, team qualifications, target audience, goals, and alignment with policy priorities. Once approved, applicants proceed to Stage 2, submitting a full proposal that includes project design, timeline, budget with narrative, M&E plan, and documentation such as support letters and UEI/SAM.gov status (if applicable). Stage 3 applies to selected proposals only and requires submission of standard federal forms like SF-424, SF-424A, and SF-424B. Evaluation of proposals is based on four criteria: alignment with policy priorities and innovation; feasibility and team capacity; cost effectiveness and budget justification; and a clearly defined monitoring and evaluation framework. The review will be conducted by committees at the U.S. Embassy and the U.S. Department of State's Alumni Affairs Office in Washington, D.C. Payment of funds will be milestone-based and may be disbursed in installments (e.g., 80%-20% or 50%-50%). The initiative emphasizes collaboration, innovation, and civic leadership by alumni, with a strong preference for partnerships with local NGOs, academic institutions, or other community-based organizations.
